About the Role:
Reporting to the Assistant City Manager, the Community Development Director is responsible for the overall operation of our Community Development department, including planning, development services, and code enforcement. You will be a strategic leader, a collaborative partner, and a champion for our city's values of accountability, accessibility, equity, collaboration, and efficiency.

Position Duties

Key Responsibilities:
  • Lead a talented team: Direct the department's strategy, build a supportive and accountable work environment, and empower your team to achieve city goals.
  • Drive community development: Oversee the implementation of plans related to land use, housing, and economic development.
  • Enhance our operations: Streamline processes, improve service delivery, and ensure efficient and customer-focused operations.
  • Manage our resources: Prepare and administer the department's budget, overseeing funding for key initiatives like our Housing Production Strategy.
  • Engage with the community: Act as a liaison with citizens, community groups, and other agencies, ensuring a responsive and positive public presence.

Minimum Qualifications

What You'll Bring:
  • A Bachelor's degree in public administration, urban planning, engineering, business administration, or a related field (Master's degree preferred).
  • At least 8 years of progressively responsible experience, with 3+ years in a supervisory role, ideally within a community development department.
  • Expertise in Oregon Land Use Law, building codes, and development review processes.
  • A proven ability to navigate complex situations, deescalate tensions, and foster collaboration.
  • Strong financial management skills, with experience preparing and monitoring budgets.
  • A commitment to the core competencies of public service, strategic leadership, and empowering others.
