About the Department

The Human Resources Generalist I position exists to provide professional level human resources work and provide guidance and consultation in the areas of job classification, compensation, recruitment, staffing and selection, and orientation and onboarding activities and leave of absences and benefits.  This position ensures the requirements of all personnel statutes, collective bargaining agreements/plans, personnel rules and administrative procedures are met.

Hours: 8:00 a.m. – 4:30 p.m.  Monday – Friday, 1 day or 8-hour hybrid option available 

Hiring Range: $34.27/Hr - $39.25/Hr
2025 Position Salary Range:
 $34.27/Hr - $44.95/Hr


Position Duties

ESSENTIAL DUTIES/COMPETENCIES

  • Responds to requests for information and assistance; explains HR policies to applicants, employees and supervisors 
  • Demonstrates ability to deal courteously and effectively with people of diverse ethnic, racial, social, and economic backgrounds.
  • Assists HR staff with special projects, technical research, data analysis, recruiting, leave of absences, open enrollment, budgets and payroll issues as directed.
  • Performs work within scope of authority and training in assigned areas of responsibility; duties may vary according to job assignment.
  • Evaluates HR data reports, updates databases and files, and corrects data as needed.
  • Performs various administrative functions within the HR Department; processes transactional information; performs experienced technical records management duties; performs data entry and record updates for employee tracking, records maintenance and database management.
  • Assists employees with processing and completion of HR documents; provides instruction and assistance on enrollment forms; addresses questions regarding benefits, policy and procedures, and other personnel issues within scope of authority.
  • Research and resolve employee issues and communicate information on status and changes.
  • Prepares correspondence and memorandums; maintains HR files, forms, documentation and information in accordance with City policies and procedures; performs special HR projects as directed, and prepares reports as required.
  • Cross-trains in a wide variety of technical HR functions; assists in cross-training other staff.
  • Demonstrates courteous and cooperative behavior when interacting with others: acts in a manner that promotes a harmonious and effective workplace environment.
  • Promotes the City Manager’s goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, health records and personnel files in compliance with the Minnesota Data Practices Act, including exercising appropriate judgment in the release or presentation of information 
  • Accesses highly confidential documents relating to the bargaining process and maintains strict confidentiality of document content and meeting discussions.
  • Other duties or tasks may be assigned on an as-needed basis
  • At times it may be required to work outside normal business hours and work extended hours to accomplish the requirements of the position.



Minimum Qualifications

CERTIFICATION AND LICENSURE

  • Must possess a valid Class D driver’s license to support employees at all Richfield locations
BACKGROUND CHECK
  • Because this position has access to information that is subject to Minnesota Bureau of Criminal Apprehension (BCA) rules, the successful applicant must pass a background check investigation as required by the BCA.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in HR or in related field OR associate’s degree HR or in related field and 18 months of human resources experience OR two years of human resources work experience.
  • Experience with recruiting, staffing, salary placement and facilitating orientation and onboarding.
  • Knowledge of Federal and State employment laws and personnel procedures sufficient to advise and ensure compliance.
  • Demonstrated ability to manage and maintain record keeping systems, procedures and confidential information.
  • Demonstrated excellent written and interpersonal communication skills.
  • Demonstrated experience in detail oriented projects
  • Knowledge of and experience with NEOGOV software, or other HRIS/Recruitment software.

PREFERRED QUALIFICATIONS 

  • Fluency in Spanish, Somali, Vietnamese or other non-English language prevalent in the City of Richfield
  • Prefer 3+ years’ experience in Human Resources
  • Project management experience
