Overview:

GDC IT Solutions is seeking a Full-Stack .NET Developer to support the Pennsylvania Department of Transportation (PennDOT) as part of the Medical Assistance Transportation Program (MATP) development team. This is a primarily remote position, but candidates must reside in Pennsylvania and be available for occasional on-site activities in Harrisburg.

As a Full-Stack .NET Developer, you will contribute to expanding Pennsylvania’s Family Module Reimbursement (FMR) system, enabling Medicaid consumers to submit travel expense reimbursement requests and allowing MATP administrators to manage those requests efficiently. You will collaborate with technical leadership to deliver secure, scalable, and accessible solutions that may evolve to support additional transportation assistance programs.

Responsibilities:
  • Design, develop, test, and document full-stack application components using .NET Core, ASP.NET Core, Angular, and Azure services.

  • Build and maintain RESTful APIs supporting microservices and event-driven architecture.

  • Implement data access using Entity Framework and Dapper ORM tools.

  • Integrate Azure services including Functions, Queues, Storage, Container Registry, and Key Vault.

  • Develop responsive web applications using HTML, CSS, JavaScript, Angular 14+, and Bootstrap.

  • Conduct unit testing using XUnit/NUnit and optionally Jasmine and Karma for frontend validation.

  • Apply accessibility best practices and ensure compliance with WCAG 2.1 AA, Section 508, and ADA.

  • Collaborate with the Technical Lead and Application Architect to implement system enhancements and architectural improvements.

  • Participate in Agile ceremonies, peer code reviews, and cross-team collaboration efforts.

  • Maintain technical documentation and follow secure, maintainable development practices.

Minimum Qualifications:
  • 8+ years of experience developing backend services and applications using .NET Core and C#.

  • 8+ years of experience building web applications using ASP.NET, ASP.NET MVC, or ASP.NET Core.

  • Proficiency with SQL Server, T-SQL, and recent Azure SQL implementations.

  • Expertise in RESTful API development, microservices, and integration architectures.

  • Experience with XUnit or NUnit for backend testing (Jasmine/Karma preferred for frontend).

  • Proficiency in ORM tools such as Entity Framework and Dapper.

  • Experience with Docker or other containerization tools.

  • Azure cloud development experience including Functions, Queues, and Storage.

  • Strong frontend development experience with HTML, CSS, JavaScript, and Angular 14+.

  • Familiarity with Visual Studio 2022, VS Code, Git, and Azure DevOps.

  • Knowledge of mobile-first and responsive design principles.

  • Demonstrated understanding of design patterns and SOLID principles.

  • Experience delivering accessible digital products with compliance to WCAG 2.1 AA, Section 508, and ADA.

  • Experience using WAI-ARIA and optimizing platform accessibility features (e.g., HTML, iOS, Android).

  • Must reside in Pennsylvania and be available for occasional in-person requirements in Harrisburg.

  • Must provide a completed PATCH background check and valid work authorization at vendor expense.
