Description

Serves as the primary assistant to the administrative hearing officer; on behalf of Division Superintendent, hears discipline referrals and family appeals of short-term suspensions and renders decisions; prepares documentation for the School Board; monitors progress of students assigned to alternative settings.

Qualifications

Required

  • Master's degree in education leadership, counseling, law, or other related field.
  • Five (5) years of experience in special education, supervision, administration, law, compliance, or related field.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Postgraduate educational license with administration and supervision PreK-12 endorsement; OR
  • Membership in, or eligibility for, the Virginia Bar.
  • Knowledge of Fairfax County Public Schools organization, policies, practices, and personnel.
  • Knowledge of laws, rules, and regulations related to student behavior and conduct and rights and responsibilities including disciplinary appeal processes.
  • Ability to conduct administrative hearings and prepare documentation for School Board hearings.
  • Ability to communicate effectively, both orally and in writing.
  • Excellent administrative and human relations skills.

Preferred

  • Juris Doctorate from an accredited law school.

Major Duties/Essential Functions

  1. Assists with the implementation of divisionwide student discipline procedures and practices to include appropriate application of legal, policy, and regulation requirements.
  2. Acquires and maintains information regarding alternative programs, and coordinates placement of students removed from their base school to ensure appropriate instructional services and educational opportunities as mandated by law, actively monitors placements in alternative programs.
  3. Works with appropriate departments, outside agencies, and school division staff to ensure School Board policies regarding discipline cases are promptly and appropriately addressed.
  4. Provides guidance and support to regional assistant superintendents, executive principals, school principals, and other school-based administrators regarding interpretation of student discipline policies and procedures.
  5. Assists with the review of discipline cases and appeals to ensure completeness of documentation submitted, including due process measures and special education eligibility.
  6. Conducts administrative hearings, as assigned.
  7. Communicates to appropriate assistant superintendent or executive principal, any alternative recommendations.
  8. Renders a decision on each assigned case and communicates approved decision in writing to parties involved within a timely fashion, and if decision is appealed to the School Board, prepares and forwards a statement of the administrative position.
  9. Plans, develops, and implements appropriate staff development and training for school division staff.
  10. Works in collegial and collaborative manner with staff, families, appropriate departments, and outside agencies to secure appropriate resources to support the diverse student populations involved in the discipline process.
  11. Performs related duties as required or assigned.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
