This position is responsible for performing data analysis, technical, project and analytical work for the Human Services Department.  The incumbent performs system support duties associated with the maintenance of data, coordination, operation and maintenance of software and various State computer systems (e.g., Colorado Benefits Management System (CBMS), Trails and CHATS). The incumbent provides comprehensive business analysis, systems requirements development, report writing, project management, and executes process improvement solutions.

  • Develop and modify complex reports by extracting data from relevant sources, performing data analysis, and formatting output using Crystal Reports, SQL scripts, and various data visualization tools. Develop and maintain documentation for system configurations, workflows, and technical procedures.

  • Analyze complex departmental processes, procedures and functions in response to user requests.

  • Assist managers and supervisors with data analysis and other ad hoc reports and analyses.

  • Act as Human Services champion for data integration, system interoperability, and user-centered design.

  • Perform testing to validate accuracy and validity of reports and data integrity.

  • Support the management team in the implementation of continuous quality improvement efforts using Agile or LEAN business strategies. Performs complex process analysis and decision making, documents existing processes, manages, facilitates, and sustains change.

  • Assist in the development of manuals, procedures, process flows and training materials. 

  • Maintain Department of Human Services website and other digital signage.

  • Act as point of contact for HIPAA Security compliance issues for Human Services and liaise with IT Department on the enforcement of IT’s HIPAA policies and procedures. 

  • Act as the Human Service systems liaison with internal and state IT partners, CDHS and HCPF.

Minimum Qualifications

Education

  • Bachelor's Degree from an accredited college or university in Management Information Systems, Computer Science, Statistics and Applied Science, or a closely related field.

Experience

  • 3 years experience required in the operation and maintenance of CO Human Services  database systems, operating systems, applications to include experience performing operational data analysis and report writing using a variety of technical tools.

  • Hands-on experience with CBMS and/or TRAILS is strongly preferred

  • Experience with HSConnects is preferred

Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience


NECESSARY SPECIAL REQUIREMENTS: - Must be at least 21 years of age. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire tests: oral board, reference checks, background checks including local police check, child abuse and sex-offender registry check, driving record check through DMV, CVSA or polygraph, and fingerprint checks through CBI/FBI.

Other Qualifications

The work environment described is representative of what an employee may encounter while performing the essential duties of the job.  Work is generally scheduled Monday through Friday although special needs and on-call support duties may require Saturday, Sunday, holiday and evening/night hours.  The incumbent could be exposed to the risk of electrical shock or radiation if proper safety and operating procedures are not followed. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.  While performing the duties of this job, the employee is frequently required to sit, stand, walk, talk or hear, and use of hands to finger, handle, or feel objects, tools or controls. The employee is occasionally required to reach with hands and arms, and stoop, kneel, crouch or crawl. Physical demands are described as medium (exert up to 50 lbs. of force occasionally and/or up to 20 lbs. of force frequently, and up to 10 lbs. of force constantly to move objects.  Daily tasks may require sitting at a computer for several hours. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.
