GENERAL PURPOSE OF JOB

The Regulatory Analytics Manager is responsible for gathering health plan data and converting it into report deliverables that are required by the State of Texas. This involves collaborating with individuals across the whole organization, as well as software vendors and the state itself. The Regulatory Analytics Manager optimizes the use of current technology and is responsible for evaluating and developing new technology methods to accomplish health plan goals. The Regulatory Analytics Manager performs extensive training and development to the team, ensuring all employees are able perform at their best. The Regulatory Analytics Manager's role will involve identifying and delegating tasks, approving time off and work with the Director of Analytics in producing performance evaluations of assigned personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES -

  • Ensures accurate and timely delivery Of all MCO deliverables, including reports, data requests, analyses and audits, to the state of Texas, as mandated by
  • HHSC, the Office Of the Attorney General, the Office Of the Inspector General and the State Legislature.
  • Must be able to work closely with individuals, across multiple departments, including executive leadership, to ascertain the correct location and methods to gather data for required deliverables, and validate that data for reasonableness and accuracy.
  • Maintains complete and accurate detailed data records for all deliverables, for both internal and external audit purposes.
  • Create analyses, dashboards and reports to turn state deliverables into meaningful information for the health plan.
  • Must be able to create detailed and clear technical documentation Of all processes and workflows, as well as creating supporting technical documentation for SQL queries, stored procedures and reports.

Leadership

  • Responsible for managing and leading a team of analysts and developers, assuring the timeliness and accuracy Of completed tasks.
  • Responsible for providing education/training to the team, regarding technology, industry standards and best practices.
  • Provides management with feedback and information essential to strategic decision making.
  • Maintains relationships with software/hardware vendors, health plan leadership and contacts at the State Of Texas, to ensure the ability to produce desired deliverables.
  • Able to effectively perform project management tasks to assist the implementation of new projects.

Technology

  • Serves as a department lead on implementing technology solutions that support the health plan analytics team.
  • Serves as a lead in managing report requests in a ticketing system, and assigning them to analysts/developers accordingly.
  • Can effectively use project}issue tracking software to manage report development and other projects.
  • Stays current on latest technology and assessing its relevance and application to our business needs.

EDUCATION AND/OR EXPERIENCE - Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

  • Bachelor's degree in fields such as Analytics, Information Systems, Computer Science, Management, Accounting, Finance, Healthcare Administration or equivalent.
  • Master's degree preferred.
  • Epic Systems certifications in Cogito Fundamentals, Caboodle Data Model and Clarity Data Model preferred.
  • 5 years of reporting and analytics experience or preferred degree or business experience (health plan, healthcare, information systems, etc.) and at least one year experience in management and/or leadership experience preferred.
  • Performs work that is varied and that may be somewhat difficult in character, can train and lead teams and take responsibility for overall direction of system initiatives; operations with substantial latitude for un-reviewed action or decision; reviews progress with management. Demonstrated capability for programming/development related to data management.

KNOWLEDGE SKILLS AND ABILITIES

Knowledqe of: The job requires the ability to analyze systems, procedures, data, and draw logical conclusions; design, test and document, utilize vendor provided software; think logically in abstract symbolic terms; communicate effectively, both orally and in writing Including providing technical information in non-technical terms; provide instruction and training to end users; maintain detailed and accurate records; establish and maintain effective working relationships with those contacted in the course of the work; Strong organizational skills and ability to successfully manage concurrent assignments. The information produced is for enhancing business/clinical processes. The successful candidate should have working experience with principles and practices of data modeling and database design; keeping up with new trends and developments in the field of information systems technology; technical troubleshooting, analysis, and problem solving in an enterprise environment. Preferred candidate will have healthcare industry or related experience, prior experience working with Microsoft SQL Server, SQL Server Services (including SSRS, SSIS, SSAS, and SSDT),

VisualStudio, PowerBl, QIik Sense/QIikView, SAS and other business intelligence tools. Preferred candidates will possess advanced T-SQL knowledge, including the creation of tables, views, stored procedures, and functions; and advanced knowledge of Microsoft Excel, including PivotTables, PivotCharts and PowerPivot. Experience strongly desired in FreshWorks Freshservice, Azure DevOps and Microsoft Sharepoint.
