The City of Portland Water is currently seeking candidates for a Senior Engineering Associate – Civil position.  This position supports the team within the Operations Group.

The Operational Analysis workgroup plays a critical role in supporting Portland’s mission to provide high-quality drinking water.   The team’s core function is to apply system knowledge and hydraulic expertise to support daily operations, guide long-term planning, and respond to system events in real time by integrating data, hydraulic modeling, and field experience.  Work is dynamic and provides opportunities to contribute to both immediate system needs and long-term improvement strategies. 

The SEA position will be a key contributor to how operational knowledge is developed, shared, and applied to support a sustainable and resilient water system. This position will work under the direct supervision of a licensed Professional Engineer and collaborate closely with field and office-based teams across the bureau to provide engineering support and technical analysis.  

Key responsibilities include: anticipate, evaluate, and respond to system events such as shutdowns, customer impacts, and emergency operations; use hydraulic network model to support decisions, from real-time response to long-term planning; manage electric power data for accuracy and support of PWB emission reduction goals, interpret data in context to support clarity and confident decision-making; serve as a connector across disciplines to ensure operational realities are integrated into planning and design efforts; and prepare written documentation, correspondence and technical reports to support communication and transparency. 


What you’ll get to do in PWB’s Operational Analysis workgroup:

  • Evaluate planned system shutdowns, alternative operating scenarios, and outage risks to maintain regulatory compliance and minimum service levels.
  • Support senior staff in maintaining and updating the bureau’s hydraulic network model (InfoWater Pro).
  • Use hydraulic modeling to support daily operations, capital project planning, and complex system troubleshooting.
  • Organize and complete advanced iterative engineering calculations using spreadsheets, databases, and other software..
  • Work closely with field crews during active incidents to evaluate system behavior and recommend immediate corrective actions.
  • Assist in planning and executing complicated operational tests and field procedures.
  • Analyze and interpret SCADA, pressure, flow, and power data to support operational decisions.
  • Provide operational and hydraulic input during project planning, design review, and construction sequencing.
  • Evaluate engineering project plans for feasibility and alignment with operational constraints and goals.
  • Maintain and update operational data systems and databases, including facility history and site schematics.
  • Manage electrical power usage and billing data for PWB facilities, working closely with electrical and operations staff.
  • Promote climate resiliency and action efforts by supporting the Strategic Energy Management program and Nez Zero Strategy.
  • Document historical system knowledge, operational nuances, and lessons learned to support continuity, training, and resiliency.
  • Collaborate across teams to ensure operational impacts of projects and changes are fully understood and addressed.
  • Serve as a technical expert and resource for Operations, Water Quality, Maintenance & Construction, and Engineering groups to support efficient coordination and decision-making.
  • Translate technical findings into actionable insights and communicate them clearly to technical and non-technical audiences, providing clear, concise, and accurate reports, drawings, maps, notes, correspondence, and other written and electronic materials.
  • Communicate technical concepts clearly and concisely to field crews, project managers, and leadership.
  • Foster a responsive, honest, and service-oriented culture by being a trusted partner and resource.

“Eligible candidates for this position may also be considered for future Engineering Associate, Sr – Civil openings at the Bureau of Environmental Services (BES) in the Engineering Services Group, including an upcoming need on their Sewer Extension Interagency Program Team.  

BES Senior Engineering Associates work out of the Portland Building with the Sewage, Stormwater & Restoration Division or at the Columbia Boulevard Wastewater Treatment Plant with the Treatment and Pump Systems Division, and work may include: planning of projects by defining and/or reviewing the objectives of combined sewer system planning, hydrologic and hydraulic sewer system analysis and CIP projects;  reviewing scope, methodology, tasks, initial requirements, resource planning (including personnel) for sewer system planning and analysis tasks including developing a schedule and phasing of tasks to completion; civil engineering design and other related technical duties to support sanitary pipe design, wastewater treatment and stormwater infrastructure, including completion of design construction plans, writing project specifications and bid documents, calculating preliminary engineering design and construction estimates, writing design reports and technical memorandums, completing and updating project schedules and budgets, providing engineering and project management support for capital work on the Bureau's treatment plant and pump station assets. The positions may oversee the work of technicians and coordinate the work of consultants, provide engineering support to treatment plant and pump station Operations and Maintenance Group (O&MG) staff, and conduct project meetings with internal staff and staff from other work groups.

Position Duties

Applicants must specifically address and demonstrate in their cover letter and resume how their education, training, and/or experience meet each of the following minimum qualifications: 

  1. Knowledge of engineering theory, principles, and practices related to the planning, design, operation, and maintenance of municipal water infrastructure.
  2. Knowledge of federal, state, and local laws and regulations relating to drinking water systems.
  3. Knowledge of hydraulic principles and application of hydraulic modeling tools to analyze a pressurized water system. 
  4. Experience performing technical analysis using large or complex datasets, with an understanding of data quality, structure, and governance.
  5. Experience using computer applications such as Microsoft Excel, Microsoft Access, ArcGIS, or hydraulic network modeling software (preferably InfoWater and EPANET) to analyze and visualize water system data.
  6. Ability to clearly and effectively communicate complex technical information in both written and verbal formats to a variety of audiences, including field crews, engineers, and non-technical stakeholders.
  7. Ability to work collaboratively and effectively on multidisciplinary teams, manage competing priorities, and contribute to problem-solving in fast-paced or high-pressure environments.

  • An Engineer-In-Training Certification, i.e., passed the State Fundamentals of Engineering (FE) examination at the time of hire.
  • A valid state driver's license and acceptable driving record at the time of hire may be required for some positions.
