This is a professional non-supervisory position that is responsible for operational planning, monitoring, coordinating and operating the electric transmission and distribution system(s) and the balancing area(s) in compliance with all applicable corporate policies and procedures and regulatory requirements in the operating horizon; leads, coordinates, monitors and directs activities within the interconnected system; performs reliability assessments and takes corrective action to mitigate pre and post contingency events to maintain a reliable JEA and interconnected system; determines the need and implements emergency procedures based on system conditions that may include the curtailment of transmission services, purchasing of emergency power, switching, re-dispatch of generation devices, interruption of firm and  non-firm load; performs system dispatch and market coordination tasks for the economic operation of generating resources to meet load and interchange requirements within operating, fuel, reliability or environmental constraints; transmission service tasks within regulatory requirements; interchange scheduling and accounting tasks; and switching and safety related tasks associated with the operation of substation and distribution system equipment for maintenance and outage restoration activities.  Has the responsibility and authority to take or direct timely and appropriate real-time actions to ensure the stable and reliable operation of the JEA and interconnected system, up to and including, shedding of firm load without approval from a higher authority within JEA.  Advanced knowledge and application of concepts, principles, methods, techniques, theories, processes, practices, procedures, rules and regulations related to electrical distribution and transmission systems, interconnected system operations, bulk electric system reliability, generation control, economic dispatch, transmission service and interchange scheduling and accounting, sufficient to perform a broad range of technical tasks.  Position requires advanced knowledge of and compliance to North American Reliability Corporation (NERC) and Florida Reliability Coordinating Council (FRCC) Standards and Guidelines, as applicable.  Guidelines are available but are not completely applicable to the work or have gaps in specificity requiring independent action, judgment and decision making to interpret, analyze and adapt methods, techniques and procedures to specific cases or problems. Resolve problems within established parameters to new and unusual circumstances.  Completed work is evaluated for technical soundness, timeliness, appropriateness and conformity with policies and requirements.  Regular contact with individuals in other work groups and external organizations is required to plan, coordinate or advise on work efforts, resolve problems and communicate information.  May be required to work any shift schedule on a rotational basis and remain on-call 24 hours a day to maintain 24-hour, 7 day per week operations.

• Develops operational plans, monitors, operates, controls and reviews outcomes to maintain a reliable and compliant system in the operating horizon.
• Develops operational plans, monitors, operates, controls and reviews outcomes in performing switching and investigative tasks on the electrical transmission and distribution system in the operating horizon
• Develops operational plans, monitors, operates, controls and reviews outcomes in operating substation and distribution system equipment in the operating horizon.
• Develops operational plans, monitors, operates, controls and reviews outcomes in performing system dispatch and market coordination task in the operating horizon.
• Provides direct and continuous monitoring of the electrical transmission and distribution system.
• Studies switching requests, authorizes based on reliability and safety considerations and monitors switching on transmission lines, switching stations, bulk power substations, and distribution circuits.
• Monitors system parameters and maintains proper voltage levels and energy flows within prescribed limits.
• Responds to alarms from substations and underground transmission line pump houses, analyzes problems and takes appropriate action including the issuing of malfunction reports.
• Performs incident management tasks and documentation and reports of outages, system disturbances, equipment malfunctions and compliance activities
• Maintains continuous radio communication with field employees.
• Operates an Energy Management System.
• Issues safety hold tags for energized and de-energized lines and equipment.
• Issues clearances for crews to ensure the safe operation and maintenance of electrical system lines and equipment.
• Monitors proactively and reactively system reliability, takes timely action or directs action of operating personnel (other operators, field personnel, support staff, plant personnel, etc.) as appropriate to mitigate reliability conditions and responds to system disturbances.
• Performs coordination roles within JEA and other reliability organizations.
• Forecasts system load and variable resources, balances electric load and electric generation.
• Forecasts and estimates fuel and fuel delivery system requirements for electric generation.
• Schedules generation on-line or off-line to meet load and reliability requirements.
• Schedules interchange between control areas pursuant to NERC and FRCC policies.
• Schedules emergency power to and from other utilities.
• Determines the need and implements emergency procedures to maintain system reliability.
• Determines available transmission, posts, evaluates and approves transmission reservations in the operating horizon and schedules transmission service. Curtails transactions based on tariff and reliability requirements.
• Maintains and schedules reserves based on operating criteria.
• Performs operational coordination with JEA’s marketing agent in the operating horizon.
• Ensures economic operation of available generating resources within reliability, fuel, environmental and operating constraints throughout the operating horizon.
• Monitors conventional and variable generation levels, operating capability, operating limits, ramp rate, control status
• Monitors security analysis programs, troubleshoots software system, takes corrective action to ensure security analysis tools are functioning properly.
• Operates study load flow and contingency analysis to test the system for changes in generation, interchange, tap changes, topology changes, and voltage schedules.
• Coordinates with other areas to develop maintenance schedules for transmission, distribution and generation facility outages in the operating horizon meeting reliability and other business considerations.
• Apply study results to approve or disapprove maintenance requests in the operating horizon
• Operates study loads flow to develop mitigation plans to ensure transmission security in the operating horizon.
• Monitors online security analysis output, based on output utilizes study load flow and contingency analysis to develop mitigation plans to ensure adequate system security.
• Performs network studies, develops mitigation plans and takes action to ensure transmission security is maintained at acceptable levels in the operating horizon.
• Ensures adequate voltage schedules of balancing area generating resources.
• Evaluates impact protection systems being out of service and taking corrective action.
• Ensures accurate data records on load, generation, interchange and transmission service.
• To assist in training of other operators including providing instructions on tasks, feedback on operators ability to perform tasks, etc
• Operates data communications equipment and required software and hardware applications.
• Performs other job-related work as assigned.

OPEN REQUIREMENTS: 

Bachelor's in Electrical Engineering and five (5) years of system operator experience in balancing and interchange, transmission and bulk distribution.

OR

An Associate Degree in an engineering related discipline or successful completion of Military Power Training School in Electrical, Electronic, Communications or Computer Technologies and seven (7) years of system operator experience in balancing and interchange, transmission and bulk distribution

The following are required prior to employment and must be maintained during employment in this classification:

• A valid driver’s license
• NERC Reliability Coordinator Certification

Employees in this classification participate in an annual training program in which successful completion is required.

This position requires that employees be in compliance with JEA procedure ES A0200 A0101 RS 628 Screening Personnel Risk Assessments (pre-hire for “FACTA” designations; pre-hire and recurring for “CIP” designations).

The salary range for this position is $105,435 to $163,176 commensurate with education, experience and additional skills/certifications demonstrated
