Will ensure the tracking of KPI/SLA’s  of contractual commitments within the Network Operations environment as well as ensure governance is tracked across the vendors. To assist with efficient financial management for OPEX and CAPEX within the Network Operations department. Will also be responsible to loading KPI’s onto the contract management tool and ensure the maintenance thereof and Project Management of adhoc projects.

Responsibilities

MTN is entering a new phase in its lifecycle where operational and commercial excellence has become critical for success. The urgency for change has become more heightened amidst increased competitive intensity in the MTN South Africa market. The Operational function must therefore ensure the successful delivery in context of: 
•    Rapidly changing ICT environment 
•    The complexity of MTN network and functions to operate and maintain the network. 
•    Achievement of top quartile operating efficiency and effectiveness through scale and common processes 
•    Driving growth through business intelligence and standardization to maximize business processes 
•    Management of customer and supplier expectations 
•    Enhance MTN position as a leading network and system provider 
•    Constant dynamics and local challenges in the economic, regulatory and legal environments 
Key Performance Areas: Core, essential responsibilities / outputs of the position (KPA's)

Contract Management
•    Manitenance of contract database for Network Operations department
•    Monthly , Quarterly, tracking and management of contractual KPI’S for Managed services and other contracts within the Network Operations Department. 
•    Loading of new contracts on contract management tool 
•    Management of data integrity from sources of data for contract management tool.
•    Initiate appropriate action in the event of problems arising out of negotiated contracts
•    Escalate problems arising from contracts with management and relevant departments to align to company policies and procedures.
•    Establish balance scorecards to enable more effective contract management.
•    Contract management in line with Procurement Policies
•    Monitor the expiration of contracts and liaise with appropriate department to ensure up to date and complete information.

Project Delivery
•    Support the implementation, tracking, monitoring and compliance of Projects
•    Co-ordinate project reporting
•    Ensure effective implementation of the integrated project management model

Process and Procedure Effectiveness
•    Continually seek ways to improve existing processes and procedures to enhance effectiveness, efficiency and performance
•    Identify processes and procedures where the quality of work may be improved 
•    Address problems encountered on a case by case basis, ensuring an optimal balance between the response to the situation, the cost of that response, and the core purpose of the organisation 
•    Generate different options for problems identified, evaluate possible methods to resolve the problem, and select the most appropriate solution in terms of enhanced effectiveness and efficiency, and reduced cost
•    Tailor solutions to suit the problem (within defined parameters) and take action to prevent the reoccurrence of problems
•    Make use of available resources to solve problems and identify external parties to assist with problem solving as required

OPEX & CAPEX Financial Management
•    Consolidate and analyse data to produce expense reports
•    Analyse data to ensure accurate accrual process for month end and year end reporting.
•    Facilitate and co ordinate the business plan process within Network operations
•    Assist with rolling forecast on network operations costs
•    Analyse and report on Operational Finance activities
•    Implement a cost management process comparing actual OPEX/CAPEX to budgeted OPEX/CAPEX at defined intervals. 
•    Maintain a full view of cost per area for all expense categories within Network operations.
•    Annual OPEX value management at ZAR700mn to ZAR 1.2bn

Governance 
•    Ensure compliance on all MTN SA policies and procedures
•     Address deviations both external & internal
•    Participant in appropriate meetings
•    Implement standard governance processes across regions
•    Ensure compliance to proper contractual contract processes and practices
•    Maintain contract governance policies, including administration, processes.
•    Implement standard governance across the regions to manage managed services effectively 
•    Assist with the Internal Audit process on gathering and collating the required information
•    Assist with internal audit process to endure timely delivery on deadlines
•    Assist with the delivery of resolving open audit points
•    Ensure new activities within network environment is transitioned smoothly withing the network operations department

Communication and co-ordination
•    Continuously review and update best practice implementation.
•    Develop and continually improve effective monitoring of financial reporting and best practices.
•    Provide guidance to the Network Operations to ensure efficient financial and contractual. 
•    Assist and coordinate with financial and contracts departments. 
•    Provide smooth workflow between departments by ensuring deadlines are met.
•    Use financial ability to advise and provide input when required
•    Develop and produce month OPEX reports for the Operations Department with the required analysis and action to be taken in

Supervisory / Leadership / Managerial Complexity:  Refers to the responsibilities for directing, guiding, motivating  and influencing 
Vendors & regions others.
•    Manage Contracts and Financials department 
•    Provide direction within Contracts and Financials department. 
•    Attend Vendor and 3rd party meetings.
•    Annual contractual management value estimated at ZAR1bn per annum

Qualifications

Minimum Requirements  - minimum necessary, and not the ideal / preferred should be included.
Education:
•    Minimum of 3 years tertiary qualification 
•    Fluent in English and language of country preferable

•    Minimum 3 years experience in Financial/Commercial environment
•    Project Management experience 
•    Contract Management experience
•    Experience with working and manipulating data to achieve effective analysis
