About the Department

The Public Health Nurse Manager provides leadership and oversight for public health programs, ensuring that goals, objectives, and grant requirements are met. This position combines professional nursing expertise with program management by guiding staff in safe, evidence-based practices, fostering quality service delivery, and supporting workforce development through training, performance evaluations, and personnel management. The Nurse Manager collaborates closely with the Health Officer and management team in organizational planning and quality improvement initiatives, while also building and sustaining partnerships with community organizations and agencies. Additional responsibilities include leading community health assessments, preparing and implementing program policies and procedures, and researching and writing grant proposals to strengthen and expand public health services.

Position Duties

  • Provide leadership and supervision of multi-disciplinary staff including nurses, case managers, and customers support specialists. Complete performance evaluations and assist staff in developing work goals for employees.

  • Uses nursing skills and knowledge in all public health programs as needed.

  • Identify program needs and opportunities; develop and plan annual program goals; monitor grant requirements and report as necessary; perform program design and evaluation; may research and write grant applications.

  • Plan, organize, and supervise the work of assigned employees; recommends selection of staff, train subordinates, and evaluate performance.

  • Develop standards of care and annual program work plans; review all relevant program information and identify trends. Write and maintain written policies and procedures.

  • Develop and provide guidance, procedures, and performance standards; coordinate major program staff activity and serve as the staff technical resource and advisor.

  • Seek funding sources for special projects with the approval of the Department Director or Assistant Director.

  • Keep Director and Assistant Director informed of Public Health programs and issues; communicates on a regular basis with leadership team.

  • Represent the department by organizing and participating in advisory committees, serving on community task forces, and developing and maintain positive relations with community agencies and partners.

  • Enforce Federal, State and local policies and procedures; remain current in knowledge of local, State and Federal policies and regulations related to areas of assignment; work with legal counsel regarding interpretation of regulations; communicate regularly with local, State and Federal officials; transfer knowledge to staff and community members; monitor programs and services in relationship to current policies and procedures.

  • May develop and monitor contracts and agreements; develop and write contract statements of work and budgets; maintain and assure compliance with State and Federal contracts; maintain communications with providers of services; assure the effective use of contracted funds; monitor internal programs and systems to meet contract requirements; provide on-site compliance reviews of subcontracts.

Provide leadership on health and human services issues and act as an advisor to various organizations and committees; obtain community support for programs and systems to enhance public health programs; give presentations to the community. Perform management functions.

Other Qualifications

Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by examples in the above job description

Education/Training

  • Associate Degree from an approved nursing program for RN required

  • Current Washington State Registered Nurse license

  • B.S.N. degree or related advanced nursing degree from an accredited college or university preferred

Experience

  • Five years’ experience as an RN preferably in Public Health

  • Three years’ experience in public or community health required

  • Two years of supervisory experience required.
