About the Department
Under general direction from the Children’s Court Administrator, position is responsible for operations, oversight and management of specialty courts: PEARLS, EAGLES and College Bound Docket as well as Permanent Managing Conservatorship (PMC) Project. The manager is responsible for ensuring innovative program development that supports the mission of supporting youth aging out of foster care into adulthood, ensuring compliance with grants and specialty court model, and identifying key performance issues from data evaluation.
Position Duties
- Manages and directs the day-to-day operations of the PEARLS, EAGLES & College Bound Court Programs and assumes responsibility for all program activities
- Responsible for fiscal oversight by monitoring program budgets, including PMC related expenditures,. Submits monthly invoices for contractors and reports for County Pcard related purchases. May assist administrator with the programs budget development and requests
- Develops and implements best practices for all programs
- Oversees all case management and docket functions within the PEARLS, EAGLES & College Bound Court Program, including monitoring hearings and docket calendars to ensure appropriate settings for dockets with the District Clerk and District Attorney’s office and CPS.
- Supervises, trains and provides direction to the court monitors for each program
- Conducts compliance assessments with key performance issues, data evaluations, data trends, and reviews for accuracy
- Collaborates and works closely with Judges that oversee the programs and external community providers to address needs, concerns, effectiveness and efficiency
- Assists in answering questions regarding court cases and policy and procedures within the programs, may be required to respond to and resolve sensitive inquiries and complaints from internal and external sources
- Fosters a work environment that encourages collaboration and builds trust and respect with staff and community.

Minimum Qualifications
- Graduation from an accredited college or university with a Master’s degree in Psychology, Social Work, Public Administration, or a closely related field and four (4) years’ experience within the child abuse services or closely related field, including two (2) years of supervisory or management experience; or an equivalent combination of education and experience
- Considerable knowledge in of the legal system, court structures, CPS court system, CPS system, community social; services, civil cases, and criminal systems; considerable knowledge of case management, working with a variety of services and programs; excellent knowledge of management principles, practices, and techniques; excellent knowledge of local social services; organizations and programs and the resources available; excellent knowledge of federal, state, and local programs laws and requirements; knowledge of administration
- Skill in supervising professional and clerical employees; skill in managing multiple projects simultaneously; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy; skill in assessing the medical, psychosocial and environmental status of clients; skill in crisis intervention and counseling techniques used in trauma, grief or crisis situations; skill in planning and organizing social service programs and activities
- Ability to operate personal computer and basic office equipment; ability to analyze problems, provide alternatives, identify solutions in support of established goals, and implement recommendations; ability to research, analyze and evaluate new service delivery methods, procedures, and techniques; ability to provide administrative and professional leadership and direction; ability to communicate effectively, both verbally and in writing; ability to operate personal computer and basic office equipment; ability to establish and maintain effective working relationships with clients and/or families, co-workers, County employees, attorneys, law enforcement, stakeholders and the public
- Must have valid Texas driver’s license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basis
- Required to be on call as needed and/or directed
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- May be required to work more than 40 hours during the workweek and non-traditional work schedule
- Constantly working in indoor conditions with occasional exposure to hostile or violent individuals
- Frequently moves items weighing up to 10 pounds
- Occasionally moves about the office
- Frequently communicates with others; must be able to exchange accurate information
- Constantly operates a computer and other office productivity machinery
- Positions self to perform essential functions Must be able to remain in a stationary position
