LOCATION: BANGOR OR PRESQUE ISLE

REPORTS TO: DIRECTOR, CUSTOMER CARE

POSITION STATUS: EXEMPT, NON-BARGAINING UNIT, FULL TIME

POSITION OVERVIEW:

The Manager of Credit and Collections oversees the credit risk and receivables management functions for the utility’s residential, commercial, and industrial customers. This role ensures timely revenue collection while maintaining regulatory compliance, customer satisfaction, and equitable access to utility services. The manager leads a team responsible for credit evaluations, billing dispute resolution, and collections strategies, with a strong focus on balancing financial performance and public service obligations.

 

JOB RESPONSIBILITIES:

  • Develop and enforce credit policies aligned with utility regulations, customer assistance programs, and risk management goals.
  • Oversee credit assessments for new service applications and large commercial/industrial accounts.
  • Manage collections processes, including payment arrangements, disconnection procedures, and coordination with third-party collection agencies.
  • Ensure compliance with Public Utilities Commission (PUC) rules, consumer protection laws, and internal service standards.
  • Collaborate with customer service, billing, legal, and regulatory teams to resolve complex account issues and disputes.
  • Monitor and report on key metrics such as Days Sales Outstanding (DSO), aging reports, and bad debt write-offs.
  • Lead initiatives to improve collections efficiency, including automation, predictive analytics, and customer outreach strategies.
  • Supervise and develop a team of credit and collections employees, fostering a culture of accountability and service excellence.
  • Performs other related duties as assigned including designated duties associated with Storm/System Restoration


QUALIFICATIONS:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field required; MBA or utility-specific certifications preferred.
  • 5+ years of leadership experience in customer service, utility operations or related fields.[MS1] 
  • 10+ years of relevant experience, 3-5 years of experience in credit and collections, preferably within a regulated utility or public service environment.[MS2] 
  • Strong understanding of utility billing systems, regulatory frameworks, and customer assistance programs (e.g., LIHEAP).
  • Proficiency in ERP and CIS platforms (e.g., CAYENTA, SAP, Oracle Utilities, or Banner).
  • Excellent leadership, negotiation, and conflict resolution skills.
  • Knowledge of applicable federal and state regulations, including the Fair Debt Collection Practices Act and utility-specific mandates.
  • Experience working in a unionized environment a plus.


NOTES:

  • Position is primarily stationary, with some walking, standing, and driving required.
  • Irregular hours may be required at times.
  • A valid Maine driver’s license is required.

RATE OF PAY:

Salary Level is commensurate with experience and qualifications.
