We’re currently recruiting for a Solid Waste Supervisor. The primary responsibilities for the job are to ensure the provision of high quality and economical solid waste (garbage) and recycling services to residents and businesses in Vancouver. Duties include contract administration, annual rate review, special projects and studies related to implementing, expanding and managing programs and services that reduce the volumes and toxicity of waste. Coordination with regional and internal partners to set and evaluate program directions, assess outcomes and develop/manage budgets. Supervise two Solid Waste Analysts, AmeriCorps position(s) and the three person work group that provides admin support services to Public Works Engineering.

This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm with occasional evenings.

Job Details

Essential Functions:

  • Oversight and management of solid waste and recycling services provided to the community by a long-term comprehensive collection contractor. Ensure specifications of contract are met. Includes monthly review of reports, regular check-ins, approval of invoices, and data analysis associated with contract.  Management of other contracts or grants with local processors, non-profits or national vendors are managed on a day-to-day basis and may require regular procurement, selection, maintenance and reporting activities.  Input data and calculate customer rates as per specifications in collection contract. Write staff reports and prepare ordinances and other materials for City Council.
  • Planning and policy development regarding solid waste issues as they relate to reduction, collection, disposal, and behavior change. Collaboration with regional partners including Clark County Public Works, other cities and community organizations in accomplishing goals of the adopted Clark County Comprehensive Solid Waste Management Plan. Development and revision of Ordinances, Resolutions and updates to the City Code (VMC 6.12, 5.62, and 20.970) and internal/external MOUs and ILAs. Collaborate with Code Compliance to address issues of public health and community nuisances related to solid waste.
  • Preparation and monitoring of the program budget and expenditures in coordination with department and citywide efforts.  Tracking and reporting on program performance and outcomes using Excel or other tools.
  • In coordination with Analysts and Communications staff, respond to customer questions, suggestions, and complaints regarding services and assure that consistent messages and pro-active strategies are in place to minimize confusion and clearly communication key messages. Develop solutions for service issues and effectively communicate detailed information and report on outcomes.
  • Develop and maintain collaborative and respectful working relationships with team members and others.
  • Assists with and contributes to the solid waste team development including administrative processes, policy development and problem solving. Attends all employer-required trainings and meetings. Participates in professional development opportunities including industry trainings and conferences.
  • Perform other duties and responsibilities as assigned.

Qualifications

Experience and Education

  • 4 years of related experience and education equivalent to a Bachelor’s degree.
  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Microsoft Office – particularly Excel, Word, Outlook, and PowerPoint. Intermediate skills in building and using models in Excel, used extensively each year for solid waste rate setting.

Required Licenses and/or Certifications

  • Possession of a valid driver’s license.

Knowledge

  • Local and regional level waste reduction, recycling and solid waste handling systems, facilities and practices.  Principles of supervision, training, and performance evaluation.  Utility rate setting and public budgeting/administration practices.  Workday or other financial management systems.  Contract development, management, and evaluation strategies.  Building and maintaining effective partnerships with other agencies and non-profit organizations. 
  • Pertinent federal, state, and local laws that pertain to: solid waste and recycling
  • Modern offer procedures, methods, and computer equipment
  • Use of personal computers and basic software

Abilities

  • Manage multiple projects and meet deadlines. Present projects and concepts to various audiences such as neighborhoods, commercial customers, commissions, staff meetings, and City Council. Skills in writing staff reports, and preparing ordinance and other materials for City Council. Develop and maintain cooperative and positive relationships with co-workers, supervise employees and support the growth and development of a diverse workforce. Quantitative and analysis skills. Communicate effectively in writing, in person or over the phone, including through social media, news articles, reports, correspondence, and website postings. Skills in conflict mediation and resolution and ability to maintain a positive image with those contacted in the course of work. Working with diverse audiences and interests.
  • Operate a personal computer and appropriate software.

Ensures supervised employee review of the City Core Accident Prevention Plan, relevant safety policies and procedures, and training on illness and injury response and specific job-related safety concerns. Reports and appropriately escalates all safety issues and all injuries.
