About the Department

Provides administrative, accounting, operational and clerical support to assigned Department/Division.

Position Duties

• Analyzes and reviews the effectiveness of administrative procedures; makes recommendations to improve efficiency, maximize resources and ensure accuracy in task performance. • Performs accounting duties (may include billing, processing expenses, tracking revenue, inventory tracking, cash receipts, refunds, reconciliations and contract maintenance). • Monitors budget; makes recommendations to adjust funding targets; coordinates budget transfers as necessary; provides financial data as requested; assists in the annual preparation of the departmental budget for presentation. • Maintains accountability for revenue/expense accounting records, including database management, spreadsheet management, file maintenance, etc. • Performs statistical and financial analysis; conducts research, compiles data and generates reports. • Prepares financial statements, reports, documents and correspondence consistent with Generally Accepted Accounting Principles (GAAP) and County policy/guidelines. • Assists with requirements related to departmental purchasing card processes. • Develops, coordinates and maintains filing systems, to include all accounting-related records, forms, reports, correspondence and files, in paper and/or electronic form. • Performs related duties as required.

Minimum Qualifications

Education, Training and Experience: Associate's Degree with coursework emphasis in finance, business or closely related field, supplemented by a minimum of two (2) years of progressively responsible experience in advanced administrative support functions, including accounting, bookkeeping and demonstrated keyboarding skills; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Requires extensive experience with Microsoft Excel. Experience working with Generally Accepted Accounting Principles (GAAP) is preferred. Experience with Pentamation is preferred. Licenses and/or Certifications: Requires a valid driver license.

Physical Requirements: Must be physically able to operate a variety of machines and equipment including computer, office equipment, telephone, etc. Must be able to exert ten to twenty-five pounds of force occasionally, and or a negligible amount of force frequently or constantly to lift, carry, push and pull or otherwise move objects. Physical demands are essentially those of sedentary work. Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Requires ability to read a variety of moderately complex records, reports, policy and procedure manuals, codes, professional journals, etc. Requires the ability to read, interpret and develop specifications. Requires the ability to prepare forms and reports using prescribed formats and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job. Intelligence: Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments; to acquire knowledge of topics related to primary occupation. Requires the application of moderate to long range planning principles and techniques. Requires the application of principles of influence systems and synthesis functions. Numerical Aptitude: Requires the ability to add and subtract totals, multiply and divide, use decimals and determine percentages; determine weight; compute discount, profit and loss, ratio and proportion; interpret graphs. Interpersonal Temperament: Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, county staff and the general public. Must be able to perform under stress when confronted with frequent deadlines.
