Contract roles are geared toward independent professionals interested in temporary or project-based work.  

Project Length: This is a temporary position with an expected duration of 12 months  

Project Hours: 40 hours per week 

Location: King of Prussia, PA; onsite 4 days per week 

The expected compensation for this contract on a W2 is $80/hour. The exact compensation will vary depending on a wide array of factors, which may include but are not limited to skills, experience, and location. 

Job Description:

Principal IT Program Manager Position Overview We are seeking a highly accomplished Principal IT Program Manager to lead enterprise-scale technology programs that drive transformational business outcomes. This executive-level role demands 15–20+ years of progressive experience in program management, with a proven ability to orchestrate complex initiatives, manage cross-functional stakeholder ecosystems, and align technical delivery with strategic business goals. The ideal candidate will leverage established governance frameworks while ensuring end-to-end success across portfolios valued at $25M–$100M+, providing strategic leadership across distributed teams and multifaceted organizational structures. 

Portfolio Management & Strategy  

  • Key Responsibilities Enterprise Portfolio Leadership & Governance
  • Direct 10–15+ concurrent projects within large-scale portfolios, managing interdependencies across business units.
  • Apply and evolve governance frameworks to ensure alignment, transparency, and cohesion across enterprise initiatives.
  • Define and maintain program-level RACI matrices and escalation protocols impacting 1,000+ end users.
  • Optimize resource allocation across project teams to maximize portfolio efficiency and strategic alignment. Strategic Budgeting & Financial Oversight
  • Oversee portfolios ranging from $25M to $100M+, ensuring fiscal discipline across multi-year transformations.
  • Develop and manage complex budget strategies aligned with shifting organizational priorities.
  • Lead business case development for initiatives exceeding $50M, including ROI modeling and executive presentations.
  • Provide financial oversight, variance analysis, and contingency planning with regular C-suite reporting. Advanced Resource Planning & Utilization
  • Build and maintain long-range resource forecasting models for 3–5 year strategic programs.
  • Monitor and optimize utilization across 50–100+ team members within matrixed environments.
  • Assess resource constraints and their impact on delivery timelines and transformation goals.
  • Lead capacity planning for shared enterprise resources and forecast future skill requirements. Executive Stakeholder Engagement & Alignment
  • Ensure strategic alignment across C-level sponsors and maintain consistent executive messaging.
  • Facilitate board-level presentations and governance sessions for program updates and decisions.
  • Resolve conflicting priorities across divisions and maintain executive commitment throughout program lifecycles.
  • Provide strategic benefit realization updates and escalate enterprise-level conflicts as needed. Benefits Realization & Strategic Value Delivery
  • Lead post-implementation benefit tracking across all enterprise initiatives.
  • Validate ROI and strategic value delivery against original business cases and evolving market conditions.
  • Coordinate benefit realization across impacted business areas and communicate progress to stakeholders. Executive Communications & Reporting
  • Develop executive dashboards and strategic reporting tools for C-level visibility.
  • Lead communication strategies across 200+ stakeholders and multiple organizational tiers.
  • Present program status, risks, and strategic insights to executive committees and governance bodies.
Qualifications:

Required Qualifications  

  • Education & Certification  
  • Bachelor's degree in Business Administration, Information Technology, Engineering, or related field  
  • Project Management Professional (PMP) certification required  
  • Portfolio Management Professional (PfMP) certification strongly preferred  
  • Additional certifications in Agile, ITIL, or business analysis highly valued  
  • Minimum 8-10 years of project management experience with at least 5 years in portfolio management  
  • Proven track record managing complex IT business application projects with budgets exceeding $200K Experience overseeing portfolios of 20+ concurrent projects  
  • Strong background in enterprise software implementations, digital transformation, or business application development  
  • Experience working with C-level executives and board-level reporting  
  • Advanced proficiency in portfolio management tools (Microsoft Project Server, Clarity PPM, or similar)  
  • Strong understanding of software development lifecycles, including Agile and Waterfall methodologies Experience with business intelligence and reporting tools for portfolio analytics  
  • Knowledge of enterprise architecture and business application integration  
  • Familiarity with financial modeling and ROI analysis for IT investments  
  • Exceptional leadership abilities with experience managing teams of 50+ resources across multiple projects Outstanding written and verbal communication skills with ability to present to executive audiences  
  • Strong negotiation and conflict resolution capabilities  
  • Proven ability to influence without direct authority across diverse stakeholder groups  
  • Experience in change management and organizational transformation initiatives  

Preferred Qualifications  

  • Master's degree in Business Administration (MBA) or related advanced degree  
  • Experience in specific industry verticals relevant to our business applications  
  • Background in vendor management and contract negotiation for large IT projects  
  • Experience with cloud migration projects and SaaS implementations  
  • Knowledge of regulatory compliance requirements for business applications  
  • Previous experience in organizations undergoing digital transformation  

Success Metrics  

  • Portfolio on-time delivery rate above 85%  
  • Portfolio budget variance within +/- 5%  
  • Business value realization targets achieved for 90% of completed projects  
  • Stakeholder satisfaction scores above 4.0/5.0  
  • Resource utilization optimization of 80% or higher across the portfolio
