Job Summary
This position is housed in our Personnel Commission department, collaborating with the Executive Director, Personnel Commission, our Board appointed Personnel Commissioner and our Union appointed Personnel Commissioner, responsible for the administration of a "merit system" for the selection, retention, and promotion of classified employees at the Alameda County Office of Education (ACOE).

TYPICAL DUTIES: The Personnel Commission is the governing body responsible for maintaining and overseeing the “Merit System” for the ACOE. The Personnel Commission Executive Director is directed by the Commission to carry out the day-to-day responsibilities of the Commission to ensure that the provisions of the Merit System are carried out. To execute these responsibilities, the State Education Code provides that the Personnel Commissioners shall do all of the following: classify positions; recommend salary ranges based on the principles of “like pay for like work”; conduct appeal hearings regarding matters relating to discipline, dismissal, and examinations; ensure the ACOE conducts fair and objective recruitment, selection, and appointment procedures that result in the establishment of eligibility list, to fill vacancies with qualified staff and prescribe rules and regulations related directly and indirectly to such personnel practices. Requirements / Qualifications
THE POSITION: The Personnel Commission is a non-partisan governing body responsible for overseeing a merit system employment program for classified (non-teaching) employees. Under the merit system, classified employees are selected, promoted and retained on the basis of demonstrated qualifications assessed through job related examinations The Personnel Commission is comprised of three (3) members; one member appointed by the Board of Education, one member appointed by the classified employees union (CSEA) and one member is jointly appointed by the seated Commissioners. Personnel Commissioners are appointed for three-year terms, with the term of one member expiring on November 30th, each year. The Personnel Commission generally meets once per month on the second Thursday at 2:00pm at the Alameda County Office of Education located at 313 W. Winton Rd in Hayward. On occasion, special meetings may be held.

Salary Info
Each member of the Personnel Commission shall be compensated $50.00 per meeting attended.

MINIMUM QUALIFICATIONS: To be eligible for appointment to the Personnel Commission, a person:
a. Shall be a registered voter and resident within the boundaries of Alameda County.
b. Shall be a known adherent to the principle of the merit system, which is the selection, retention and promotion of individuals upon the basis of merit and fitness. A known adherent of the merit system shall mean a person, who by the demonstration of his/her prior public or private service, has given evidence that he/she has experience directing or governing sound personnel practices that actively supports the concept of the merit system.
c. Shall not be a member of a governing board of any school district, community college district or county board of education.
d. Shall not be an employee of the same school district or county office of education.
