Reporting to the Vice President Strategy, the Chief Network Development Officer is responsible for creating and leading a new network of independent provider groups aligned with Baptist in support of our local mission and vision for improving care in Northwest Florida. This position will design and implement the governance, infrastructure, and strategic partnerships needed to support both the development of the network and any potentially new independent physician group(s) that may evolve. The goal is to strengthen physician engagement, improve quality of care, and enhance market competitiveness—while allowing participating physicians to remain independent.
Responsibilities
Strategic Development
- Design the framework for a network and arrange potential options ranging from a new independent physician enterprise to affiliate network, including legal structure, governance model, and shared services.
- Build a business plan that balances physician independence with health-system alignment in a model focused on long-term sustainability.
- When applicable, identify opportunities for value-based contracting, clinically integrated networks (CIN), and alternative payment models.
Provider Engagement Strategy
- Cultivate trust with independent practices and large employed groups to foster collaboration and recruitment into the network.
- Serve as the primary lead between the health system and participating physicians.
- When applicable, facilitate physician advisory councils and governance committees.
Operations & Infrastructure
- Oversee development of centralized services where applicable (e.g., IT/EMR connectivity, quality reporting, population health, contracting support, group purchasing).
- Coordinate legal, compliance, and financial teams to ensure regulatory alignment (e.g., Stark, Anti-Kickback, FTC, state corporate practice of medicine).
- Establish performance metrics for quality, cost, and patient experience.
Financial & Contracting Strategy
- Assist as needed in supporting payer negotiations for value-based arrangements and risk-sharing opportunities.
- Develop and present for consideration shared savings and incentive programs that reward high performance while maintaining independence.
Leadership & Team Building
- In accordance with growth of the group or network, hire and manage a small team of network development specialists, project managers, and administrative support.
- Provide regular updates to executive leadership on progress, financials, and strategic risks.
Key Success Measures
- Launch of a fully operational independent physician network within 12–18 months.
- Measurable physician participation and satisfaction.
- Achievement of quality, cost, and patient-experience targets in early value-based contracts.
Qualifications
Qualifications
- Master’s degree in Healthcare Administration, Business, or related field required.
- 8+ years of progressive leadership in physician practice management, network development, or health-system strategy.
- Proven track record building clinically integrated networks or independent physician associations (IPA/CIN) strongly preferred.
- Deep understanding of physician contracting, value-based care models, and regulatory requirements.
- Exceptional relationship-building, negotiation, and communication skills.
