Position Summary
As a Senior Project Manager/Regulatory Manager within our Regulatory Affairs team at Oncor, you’ll provide technical expertise, analysis and input into the development and advocacy of sound regulatory strategies that optimize and complement Company objectives and satisfy regulatory requirements.

Key Responsibilities
- Requires in-depth conceptual and practical knowledge in own job discipline and basic knowledge of related job disciplines.
- Solves complex problems and leads others to solve complex problems using advanced analytical thought and judgement.
- Acts as a resource for colleagues with less experience.
- Support in providing the services and expertise necessary for the development and advocacy of regulatory strategies and challenges, including the provision of research and analysis for a diverse array of issues utilized in the development of Company position.
- Provide support for overall project management of regulatory proceedings, including coordination and management of the project team in the development of required deliverables, from project inception to successful completion.
- Support in communicating regulatory requirements and provide guidance and necessary training to clients and stakeholders.
- Provide expert consultation and direction related to regulatory matters, including the support necessary to understand industry issues and propose or develop regulatory rulemakings that affect Company business, including advocating Company positions and influencing regulator decisions. Requires specialized knowledge of job and related roles to ensure positive impacts to business operations.
- Carry out or support in the overall project coordination for the filing of transmission line Certificates of Convenience and Necessity (CCN) and CCN-exemption reporting, including coordination and management of the project team in the development of required filings from project inception through contested proceedings to construction completion.
- Maintain expertise for Company regulatory compliance activities, including assembly of necessary teams and data to manage and complete reporting activities while ensuring the completeness, accuracy, and timeliness of required filings.
- Perform review, analysis and position development in support of filings made before regulatory agencies of other entities to evaluate impact on Company operations and business objectives and identify potential business opportunities, could include management of formal participation in the cases of other entities to affect outcome.
- Prepare material for interactions with affected agencies and federal and state regulatory personnel.
- Assist Company counsel and assist in the mediation setting, often in an adversarial environment, such as settlement of regulatory disputes and lawsuits.
- Complete other duties may be assigned.
Additional role and responsibilities for Regulatory Manager I are:
- Provide supervision of staff as well as other Oncor team members and stakeholders.
- Sets daily priorities to meet objectives and ensure task completion. Coordination of priorities with other stakeholders.
- Uses judgement to troubleshoot issues and meet budgets.
- Applies operational business practices to provide overall project management of regulatory proceedings, including coordination and management of the project team in the development of required deliverables, from project inception to successful completion. Requires close coordination with other stakeholder to ensure efficiency.
- Conveys expectation and can handle sensitive information.
- Use policies and procedures to guide problem solving that impact quality and effectiveness of project teams.
Additional role and responsibilities for Regulatory Manager II are:
- Coordinate and manage subject matter teams.
- Support in training of other project management resources.
- Participate with Company counsel in communicating issues to regulatory agencies.
Skills
- Comprehension of utility market structure with knowledge of rules, practices, and procedures.
- Strong leadership abilities, interpersonal, communication (verbal and written), and negotiation skills essential.
- Ability to effectively communicate and present to managers and executive leadership team.
- Exceptional organization and data management skills.
- Proficient in PC skills such as Word, Excel, Power Point.
Additional skills for Regulatory Manager I and II are:
- Ability to supervise teams and stakeholders.
- Ability to manage budgets.
Education & Experience
- High School Diploma, GED, or equivalent.
For Senior Project Manager and Regulatory Project Manager:
- 5+ years of work-related experience with a regulated utility and cross-functional previous project management leadership experience with ability to lead in project management team environment required.
For Regulatory Manager II:
- 7+ years of work-related experience with a regulated utility; cross-functional previous or current experience on regulated projects or in regulated matters required
Applicants with a Bachelor’s degree in Accounting, Finance, Business Administration, Public Policy, or Engineering are encouraged to apply.
