We are currently seeking a Collaborating, Learning, and Adapting (CLA) Advisor for the upcoming USAID/Indonesia Monitoring, Evaluating, Collaborating, Learning, and Adapting (MECLA) Activity. The five-year, $10 - $25 million activity will be awarded in July 2025. It supports the implementation of the U.S. Government’s and USAID’s current and future priorities that may arise during the life of the activity. This support encompasses activities related to the design of Monitoring and Evaluation (M&E), Collaborating, Learning, and Adapting (CLA), Knowledge Management (KM), and dissemination of results and learning throughout the program cycle. This program will provide technical support and/or services on relevant areas of the USAID program cycle, including support for effective planning; robust design; performance reporting; conducting special studies; data quality assessments (DQAs); M&E, and KM at all levels to support USAID/Indonesia programs and activities. The program supports USAID/Indonesia’s Country Development Cooperation Strategy, under which Development Objectives are focused on government effectiveness, human capital, inclusive economic growth, and environmental sustainability. USAID/Indonesia also supports the Government of Indonesia on its Journey to Self-Reliance (J2SR) country roadmap.

The CLA Advisor will lead learning, KM, and adaptive programming activities under the project and facilitate strong CLA management practices for USAID/Indonesia and its implementing partners.

This is a full-time position contingent upon USAID award.

Essential Functions

  • Lead learning, knowledge management, and adaptive programming activities.
  • Facilitate strong CLA management practices for USAID/Indonesia and its partners throughout the program cycle.
  • Assist in identifying and responding to key learning issues, coordinate efforts among implementing partners, and serve as a convener for dialogue and learning around emerging issues.
  • Support a USAID/Indonesia learning plan that outlines key learning questions and stakeholders and their roles.
  • Support strategic communications, including producing publications and organizing public events with partners and other stakeholders.
  • Support a culture of CLA among the mission and its partners.
  • Facilitate processes and workshops and CLA among implementing partners and other stakeholders and help develop plans for program adaptation; establish a network of key stakeholders and organize periodic learning events.

Position Requirements:

  • A Master’s degree in a field related to organizational development, education, international development, political science, or a related field.
  • Minimum ten years of demonstrated experience in strategic planning; monitoring and evaluation; project design; event facilitation; and knowledge management.
  • Familiarity with USAID’s collaboration, learning, and adapting (CLA) approach, including using MEL activities and adaptive management approaches to inform and improve project implementation.
  • Prior experience working in Indonesia or Asia Pacific region preferred.
  • Exceptional written and oral communication skills.
  • Fluency in English; Bahasa Indonesia a plus
