Overview  

Horizons Greater Washington seeks an experienced finance professional to oversee Finance and Administrative operations for an educational nonprofit with annual revenues approaching $3 million.

Work Hours and Schedule 

This full-time, 30-hour per week position is hybrid remote and in-person throughout the year.  During the academic year, the expectation is to be in person for once-weekly staff meetings and events as needed. During the five-week Summer Academy, there will be more in-person events meetings and orientations with temporary staff at our three Summer Academy sites.

 

Organizational Background 

Horizons Greater Washington (HGW), an affiliate of Horizons National, advances its mission of educational equity by building long-term partnerships with students, families, communities, and schools to create experiences outside of school that inspire the joy of learning. HGW supports over 400 students in grades 1-9 with year-round programming, developing the whole child through experiences that build problem-solving skills, foster awareness of community responsibility, and instill respect for self and others. By spanning from first to ninth grade, the program nurtures long-term connections between diverse learners and dedicated staff who support them throughout the year. HGW program design and staff practices follow a Positive Youth Development approach, emphasizing engagement, interaction, support, and a safe environment as key components that meet the needs of youth. The five-week Summer Academy is Horizons’ core program, blending high-quality academics – with an emphasis on literacy, math, and STEAM – with social-emotional learning, swimming, hands-on projects, high-quality art lessons, and confidence-building challenges to boost engagement and improve outcomes. In Fall 2022, we launched the academic year Saturday Academy for students to continue the gains that they make during the summer.


Position Description 

Reporting to the Executive Director, the Finance Director defines the process and implements the infrastructure and systems needed to support finance, human resources, accounting, legal, information technology, and the physical infrastructure of Horizons Greater Washington. As a member of the senior management team, the Finance Director is involved in strategic planning, evaluation, professional development initiatives. 


The Finance Director will be responsible for advising the Executive Director and Board of Directors on both short- and long-term financial goals and will oversee budgeting and forecasting, accounting, payroll, and financial operations of HGW. The Finance Director works closely with the Director, Human Resources on hiring and onboarding of new employees, employee compensation & benefits, insurance coverage, legal requirements, and institutional grant budgets and reports. 


Key Duties and Responsibilities 

  • Oversees all aspects of accounting, budget preparation, IRS filings, and audit functions and oversees accounting contractor in the preparation of all financial statements, including income statements, balance sheets, cash flows, and all necessary reporting 
  • Directs the financial operations of the organization and makes strategic decisions based on the company’s financial stability and creates forecasts predicting future growth 
  • Directs the annual operating budget process working collaboratively with staff to capture their work plans 
  • Works with the Finance Committee and the Board for review and approvals of annual budget and internal policies 
  • Oversee outside accountant’s preparation and monthly distribution of monthly budget vs. actual reporting 
  • Works with all year round and summer staff to ensure adherence to organizational policies and procedures 
  • Serves as the representative to the Finance Committee and the Audit Committee 
  • Oversees financial and reporting components of grant compliance 
  • Lead or collaborate on special projects as required 
  • Leads all finance and accounting operations including accounts payable, accounts receivable, financial reporting, budgeting and forecasting; responsible for the optimal use of the accounting and financial systems ensuring maintenance of accurate accounting records and implements policies, procedures and processes; safeguards and manages the organization’s financial assets; ensures compliance with federal and state reporting requirements 
  • Ensures timely monthly financial closing and reporting while maintaining effective internal controls to reduce the chance of error, fraud, or misstatement 
  • Ensures financial and administrative compliance with all grants 
  • Participates in developing new business relationships, specifically the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery 
  • Monitors banking activities of the organization to ensure adequate cash flow to meet the organization's needs and serves as the primary contact with financial institutions 
  • Ensures the adequacy and effectiveness of all financial and accounting to safeguard the organization’s financial assets 
  • Oversees all major purchases and administers the procurement credit card system 
  • Maintains fiscal operations in compliance with GAAP and federal, state, and local regulations and funding guidelines 
  • Oversees the coordination and activities of independent auditors ensuring all audit issues are resolved, and the preparation of the annual financial statements is in accordance with U.S. GAAP for not for profits, the federal Uniform Guidance, state and other required supplementary schedules and information 
  • Remains current on nonprofit audit best practices and state and federal law regarding nonprofit fiscal operations 
  • Oversees business insurance plans (General Liability, Umbrella, Directors & Officers, Cybersecurity, and Workers Compensation) and works with insurance brokers on renewals and any necessary audits 
  • Coordinates with pro bono attorneys to review all contracts to ensure legal compliancy with state and federal laws and HGW interests are protected 

Additional Responsibilities 

  • Participate in the implementation of the Strategic Plan, including multi-year budget projections 
  • Other duties as needed or assigned by the Executive Director 

Relationships 

Internal: Maintain close, frequent contact with the leadership team, Director, Human Resources and Board members when appropriate 

External: Maintain contact with accounting, IT contractors, pro bono attorneys, auditors, as well as bank and investing professionals, and Horizon National contacts 


Pay Rate and Hours:  

This position is salaried at a range of $75,000 to $90,000 for a 30-hour work week. 

Requirements

Knowledge, Skills, and Abilities 

  • Bachelor's degree from an accredited college or university required; MBA or CPA highly desirable 
  • A minimum of five years of progressively responsible work experience managing the accounting functions in a non-profit agency including gift acceptance, grant reporting and invoicing, particularly experience with state and federal grant reporting requirements 
  • Develop and maintain effectively working relationship with external auditors, accounting professionals, vendors, the ED, the Board, and fellow employees 
  • Thorough knowledge of budgeting and accounting practices, processes and procedures of non-profit organizations as well as QuickBooks accounting system 
  • Thorough knowledge of payroll procedures and systems (Paylocity)  
  • Strong communication skills, both verbal and written 
  • Strong organization and analytical skills 
  • Ability to interact professionally with staff, Board members, volunteers, and other related agencies 
  • Understands the mission and adheres to organization and staff core values 
  • Highest personal integrity, standards, and professional ability 
  • Must be able to pass a criminal background check

Environmental and Physical Conditions

The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard. The employee frequently is required to be in one position for long periods of screen use, reach with hands and arms, and talk and hear both in person and over devices. The employee interacts in close spaces and frequently with children and other staff. May be in situations which require conflict resolution. The position works in an office environment with artificial light and air.
