What are Trust Fund Positions?
Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. OVERVIEW

This position is located organizationally in Accounting Operations Department, Office of Finance and Accounting (OF&A), Under Secretary for Administration, Smithsonian Institution (SI). SI is a diverse museum and research complex dedicated to the increase and diffusion of knowledge. OF&A is responsible for the management and integrity of SI’s: - financial assets - financial operations - financial reporting - financial records - financial policies and procedures - central accounting and financial services. The Payroll Team is primarily responsibilities reviews and operations of SI employee's payroll processing.
 

DUTIES AND RESPONSIBILITIES

The incumbent serves as Customer Service Representative concerning payroll related matters encompassing all employee elements of pay for employees in federal, trust, and wage grade (GS, WG/WL, IS) pay plan for OF&A.

The incumbent operates an automated payroll system and performs work that includes payroll duties such as disseminating information, correcting errors, and maintaining payroll records. Applies standard knowledge of pay entitlements, allowances, procedures, and systems to provide or influence appropriate customer service pay related activities. Identify problems related to inaccurate records and payments, leave adjustments, benefits, and accounting codes for funding.
 
The incumbent reviews personnel documents relating to personnel actions which affect employees pay. Determines the completeness, accuracy, internal consistency and propriety of the pay actions and ensures they are in accordance with agency regulations and policies on compensation and pay.
 
Processes leave audits, monitors all non-payment of employees, updates error reports and leave in WebTA and Nation Finance Center (NFC). Creates and develops ad hoc query reports from WebTA for daily payroll processing. Provides training to new timekeepers. The incumbent applies knowledge of pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, allowances, etc.
 
Processes and withholds special pay entitlements such as final salary payments to beneficiaries of deceased employees or salary withholdings for alimony, child support, and bankruptcy. Makes pay adjustments which may involve transfers between pay systems differing in pay, leave, and benefit entitlements and which may be retroactive over an extended period of time.
 
Responds to inquiries from employees, supervisors, payroll office of other agencies, timekeepers, HR offices, State Unemployment Offices, financial institutions, mortgage companies, Treasury Department, Internal Revenue Service (IRS), and employee union representatives. 
 
Process tax levies and collections of other debts due the U.S. Government. Audits time and attendance data after payment and leave is released to the payroll processing center, NFC.
 
 Perform other duties as assigned. 
  

QUALIFICATION REQUIREMENTS

Education (if positive education is required) and Experience: Example: To qualify for this position, applicants must possess a bachelor’s degree (B.A.) from an accredited four-year college or university and/or 3-5 years of related experience (described below); or an equivalent combination of education and experience.

Experience required for this position is as follows:


  • Knowledge of Federal civilian payroll regulations, practices, procedures and policies related to processing pay, leave, benefits, and other pay-related functions.
  • Knowledge of payroll automated accounting systems.
  • Skill in analyzing standard payroll reports to resolve transactions or discrepancies in master record files. 
  • Knowledge of standardized civilian payroll functions and operating techniques.
  • Ability to communicate verbally to advise management on complex payroll reports or discrepancies.
  • Ability to communicate in writing to prepare policies, procedures, and comprehensive reports that present Federal civilian payroll regulations or research finding. 
Education completed outside the United States must be deemed equivalent to higher education programs of U.S. Institutions by an organization that specializes in the interpretation of foreign educational credentials.
