About the Department

The City of Westminster is currently recruiting for the positions of Associate Engineer and Senior Engineer for the Engineering Division of the Public Works Department. Currently, there are two vacancies that may be filled at either the Associate Engineer or Senior Engineer level depending on qualifications.
The mission of Public Works is to provide efficient and effective Citywide services improving the quality of life for the community, while practicing good stewardship of our environment. Core services include preserving and enhancing the city’s infrastructure, transportation systems, parks, streets, and sidewalks. The Engineering Division’s scope of responsibility includes review of development proposals as they impact public infrastructure, grading plans, encroachment permits and transportation permits, management of City construction projects, inspections, connection to City services, and managing the design and construction of traffic signals, roads, storm drainage facilities, water lines, parks, and City building facilities.
Associate Engineer
Under general direction, performs professional field and office engineering work related to the planning, design, construction, and maintenance of the City’s capital improvement projects, land development, traffic engineering, public works infrastructure, and daily departmental operations; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development; administers Federal and State grant funds associated with construction projects; performs a variety of studies and prepares and presents staff reports; and performs related work as required.
Senior Engineer
Under general direction, plans, schedules, assigns, and reviews the work of engineering staff in one or more functional areas within the Engineering Division; supervises, plans, and coordinates complex professional engineering activities including environmental programs/planning and compliance, design, construction, and land development engineering; manages and oversees the City’s NPDES and Flood Management programs; ensures that functions meet all applicable laws, regulations, and City policies; coordinates division activities with other City departments and outside agencies; provides highly responsible and complex administrative support to the City Engineer and others; and performs related work as required.

Minimum Qualifications
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Both positions require the equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or a related engineering field.
Associate Engineer: Four (4) years of professional engineering design, plan review, and project administration experience, preferably in a public agency setting, or three (3) years of experience equivalent to Assistant Engineer at the City of Westminster. Possession of a Registered Professional Civil Engineer license in the State of California is highly desired.
Senior Engineer: Five (5) years of responsible experience in civil engineering with emphasis in public works capital improvements or land development with at least one (1) year of supervisory experience. Possess and maintain a valid certificate of registration as a Professional Engineer in the State of California. Certification as a Qualified Storm Water Pollution Prevention Plan Developer (QSD) is highly desired.
Selection Process:
The selection process will consist of application review, an oral panel interview, and a department-level interview.
