Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a Supervisory IT Specialist (ENTARCH/SYSANALYSIS) at the GS-2210-15 some of your typical work assignments may include: Lead teams in researching, designing, and developing new IT solutions, identifying emerging technologies, and driving innovation within an organization by overseeing projects, managing budgets, fostering a creative environment, and aligning innovation efforts with the DSCA's strategic goals. Conduct research and analysis on emerging trends and technologies to identify opportunities for innovation and growth. Collaborate with cross-functional teams to integrate new technologies and solutions into existing products and services. Develop and implement innovation strategies and roadmaps to drive business growth and improvement. Collaborate with stakeholders to develop and implement reporting and metrics to measure the impact of innovations on the business. Provide technical architectural expertise, direction, and assistance to Systems Analysts, Systems Engineers, other Systems Architects, and software development teams to ensure proposed and existing systems architectures meet DSCA requirements. Manage IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below: Leading and overseeing the design, development, and implementation of complex and innovative technical solutions and systems architectures; Developing and implementing strategic technical plans/roadmaps aligned with organizational strategic goals; Providing expert technical architectural guidance and consultation to diverse teams, ensuring solutions are scalable, secure, and cost-effective; Conducting research and evaluation of emerging technologies and their potential application to enhance existing systems or drive innovation initiatives; Analyzing existing system architectures, identifying areas for optimization, and developing strategies for continuous improvement and cost reduction; Supervising and mentoring a team of solution architects and engineers, fostering a collaborative and high-performing environment; Managing IT Engineering projects, including budget oversight, resource allocation, and performance monitoring. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years. This position requires the incumbent to possess or attain at least an Information Assurance Technical (IAT) Level II certification within 6 months of entering the position. Employees will be required to sign a Statement of Understanding regarding the certification requirement and maintaining the required certification is a condition of employment. This position has been identified and will be covered by DoD 8570.01-M,Information Assurance Workforce Improvement Program and requires certification. *Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
