Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a ADMINISTRATIVE OFFICER, Position Description Number D1517P01 and is part of the PA 193rd Regional Support Group, National Guard. 1 or more Position(s) may be hired against this Announcement.

Major Duties:

  • As an Administrative Officer, GS-0341-12, you will provide coordinative big-picture managerial direction to the subordinate program managers of such varied and key unit activities as: Orderly Room, Deployment Management, Logistics, Education and Training, Military Personnel, and Information Management functions. Coordinate with the Military Personnel Office, Group Training Office, Information Management, Logistics Readiness and Plans, Safety, Readiness, Combat Arms Training, Visual Information, unit Supply, Office of the Chaplain, Legal Office, and (when the group is the host unit) Base Clinic. Supervise 3 - 6 full-time support personnel (whose technician grades and AGR ranks range up to GS-09 and MSgt, respectively) who serve as functional chiefs of in a variety of support disciplines. Interview and select applicants for positions as Readiness and Support functional chiefs and participates in selections for key positions in other sections. Serve as group resource advisor and Chief Financial Officer for the Group or ASUS; oversee the preparation of budgets estimates and implementation of financial plans; manage multiple financial and workday accounts; and reconcile account balances to Wing Comptroller financial statements. Serve as Group lead point of contact for preparation and processing of contracts for AOC weapon system sustainment. Exercise broad oversight over the AOG Training Specialist to ensure accomplishment of overall strategic planning and management of the unit training program. Exercise broad oversight over the activities of the Readiness and Deployment Manager, who plans, develops, manages, and coordinates group readiness plans and programs. Coordinate Readiness and Support activities with program managers within the directorate, and with managers and supervisors throughout the group. Establish and maintain liaison with public officials, civic groups, and other military and civilian agencies. Perform a variety of organizational studies resulting in products that enable the Commander to more efficiently manage the unit. Accomplish internal staff work that relieves the Commander of all but the most pressing issues relating to Group/ASUS/installation activities. Perform other duties as assigned.

Qualifications: APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees working at the 193rd AOG AOC 2: NG Employees of the 193 Special Operations Wing (This includes 193rd SOW, 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 2, 148th ASOS, PA ANG HQ DET 1) AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG Military Grades: OFFICER: O1 - O4 Supervisor for this position is Col Garrett Manpower #01035173 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance *NOTE: If you're a new supervisor in the Federal Government civil service, you may have to complete a one-year probationary period. GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions. Experience preparing reports, plans, policies and various correspondence. Experience evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Experience utilizing the organization, its mission and the organizational staff procedures. Experience using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi level agencies. Experience in analytical and investigative techniques. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
