Salary Range: $120579.0 - $156755.0 Per Year

Job Summary: This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for applying analytical and evaluative methods and techniques concerning the effectiveness of program operations in meeting established goals and objectives for workforce development and/or security cooperation programs; developing management and/or program evaluation plans, procedures, and methodology; and developing data required for use in the management and direction of programs.

Major Duties:

  • As a MANAGEMENT AND PROGRAM ANALYST (SCWDP) at the GS-0343-13 some of your typical work assignments may include: Serves as a Management and Program Analyst for Security Cooperation Workforce Development (SCWD) and focuses on civilian human resources strategic manpower force structure, planning and implementation issues. Focuses on civilian human resources strategic manpower force structure, planning and implementation issues. Ensures the SCWD human resources programs and capabilities are aligned with DoD strategic plans. Plans, develops, and evaluates total organizational workforce development functions. Develops, recommends, collaborates, coordinates, and implements DoD-wide policies and/or programs for the major areas of Human Capital, Manpower Planning and strategic Force structure ensuring compliance with overarching policies established by DoD, OPM, and Executive Orders. Justifies and negotiates current and future requirements for fiscal resources, and personnel required to conduct workforce development objectives. Conducts research on human capital strategy technologies. Examines and assesses frequent and rapid fluctuations, changes, and developments in major mission personnel assignments and presents findings on how they affect the SCWCP and security cooperation workforce enterprise.

Qualifications: You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applying analytical and evaluative methods and techniques concerning the effectiveness of program operations in meeting established goals and objectives for workforce development and/or security cooperation programs; developing management and/or program evaluation plans, procedures, and methodology; and developing data required for use in the management and direction of programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
