About Upward Bound House (UBH)

Role Summary
Lead UBH’s Rapid Rehousing program using a Housing First approach. You’ll supervise a multidisciplinary team, ensure high-quality case management, cultivate landlord partnerships, oversee budgets and compliance, and drive outcomes that keep families stably housed.


Key Responsibilities

  • Program Leadership: Oversee daily RRH operations (enrollment, housing stability plans, housing navigation, rental assistance, stabilization services). Set goals, policies, and quality standards.
  • Team Management: Hire, train, coach, and evaluate staff; model trauma-informed and culturally responsive practice.
  • Landlord & Community Partnerships: Build/maintain landlord relationships, mediate tenant–landlord issues, and coordinate with community partners to expand housing access.
  • Data, Reporting & Compliance: Ensure complete and timely documentation in HMIS and other systems; generate reports; meet contract, audit, and monitoring requirements.
  • Budget Oversight: Track financial assistance, submit payment requests, and manage spending against program budgets.
  • Quality & Safety: Integrate evidence-based practices; respond to urgent safety and security issues; continuously improve service delivery.


Qualifications

  • Bachelor’s degree in social work, social sciences, or related field (Master’s preferred).
  • 3+ years in social services with housing/homelessness experience; strong knowledge of LA’s Coordinated Entry System.
  • Proven people leadership: hiring, training, coaching, performance management.
  • Skilled in relationship-building with landlords, funders, and community partners.
  • Familiarity with housing laws, behavioral health, substance use, DV, child welfare, and resources for undocumented persons.
  • Excellent communication, organization, and follow-through; proficiency with Microsoft Office and HMIS (or similar databases).
  • Able to maintain HIPAA confidentiality and meet all post-offer clearances (TB, COVID-19), background check, and documentation.
  • Valid CA driver’s license, auto insurance, and regular local travel; personal vehicle required.
