General Description

Serves as the lead technical and supervisory role for post-closure landfill operations and the City’s transfer station. This position is responsible for overseeing daily site activities & projects, performing work & leading staff, coordinating with contractors, and ensuring compliance with environmental regulations. The role also supports operations at the residential convenience center and manages inert material processing.

Essential Duties & Responsibilities (These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.  May perform other duties as assigned.)

  • Lead post-closure maintenance activities, including methane monitoring, erosion control, stormwater system upkeep, and regulatory inspections.
  • Perform debris removal to include small brush up to large caliber trees. 
  • Operate and maintain heavy equipment for site maintenance and inert material handling.
  • Coordinate with contractors and internal staff for mowing, hauling, repairs, and special projects.
  • Oversee daily operations at the transfer station and convenience center, ensuring safe and efficient material handling.
  • Monitor incoming loads for compliance and direct traffic flow on-site.
  • Maintain accurate records of tonnage, maintenance logs, and contractor activities.
  • Ensure compliance with Georgia EPD post-closure care requirements and other applicable regulations.
  • Provide guidance to temporary staff and contractors on-site.
  • Respond to public inquiries and ensure a safe, clean, and customer-friendly environment.
  • Conduct site inspections and respond to operational issues.
  • Support budget planning and procurement for materials, equipment, and services.
  • Serve as liaison with regulatory agencies and internal departments.

Minimum Qualifications – Education and Experience 

  • Education: High school diploma or GED.
  • Experience: 3 years of experience operating and maintaining light to heavy equipment and commercial vehicles in a Landfill and/or Transfer Station environment.
  • Licenses: Class A CDL 
  • Certification: Ability to obtain Georgia EPD Landfill Operator Certification within 6 months of employment.
  • Technical Aptitude: Extensive working knowledge in Scale System Software & Reporting, Maximo, Microsoft Office Suite Applications (Outlook, Teams, Excel, PPT, Word, Access etc.) and Methane Monitoring Instruments inclusive of software

Preferred Qualifications – Education and Experience

  • Education: Associate degree or higher
  • Experience: 5 years of experience operating and maintaining light to heavy equipment and commercial vehicles in a Landfill and/or Transfer Station environment. Excavator, 
  • Licenses: Class A CDL required; Without Restrictions (Not applicable to lenses) 
  • Certification: Valid Georgia EPD Landfill Operator Certification 
  • Technical Aptitude: Extensive working knowledge in CAD Systems, Oracle, Environmental Permitting Systems (GEOS, Greenhouse Gas, etc.), and self-monitoring reporting, both annually, semi-annually and monthly as required. 

 

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of job-related machines and office equipment. Must be able to move or carry related objects or materials. Physical demand requirements are at the levels of those for active work. Position may require occasional movement between heavy forestry locations in inclement weather conditions.

DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, technical, structural, compositional, or identifiable characteristics (whether like or divergent from obvious standards) of data, people, or things.

INTERPERSONAL COMMUNICATION: Requires the ability to communicate with people to convey or exchange professional information. Requires a sense of priority in responsiveness in a mission critical environment.

 LANGUAGE ABILITY: May require the ability to read a variety of professional, technical, and administrative documentation, directions, instructions, methods, and procedures. May be required to produce reports with proper format, punctuation, spelling, and grammar, using all parts of speech. Requires the ability to communicate with and before others using correct English.

INTELLIGENCE: Requires the ability to learn and understand subject matter principles and techniques; to make independent judgments in absence of supervision within the scope of respective job duties and tasks; to acquire and be able to expound on knowledge of topics related to primary occupation.

NUMERICAL APTITUDE: May require the ability to utilize mathematical formulas; add and subtract; multiply and divide totals; determine percentages; determine time and weight; and interpret same as may be appropriate.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape. Ability to review mapping and spatial analysis. 

MOTOR COORDINATION: Requires the ability to utilize job-related equipment while accomplishing job duties and tasks associated with respective primary duties.

COLOR DISCRIMINATION: May require the ability to differentiate colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to interact with people (i.e. staff, supervisors, general public and elected officials) beyond giving the receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.
