The Construction Project Team Manager (PTM) manages a team of individuals who support Design and Construction projects; their team members are responsible for specific portions of work required for the successful delivery of design and construction projects.
This position reports directly to the Director of Design and Construction and works closely with peers to appropriately assign work to team members. The PTM is responsible for managing workload and expected to collaborate with vendors, stakeholders, internal service partners, and others as needed to establish standards, protocol, procedures, etc. in support of project delivery.
Construction Project Team Managers carry out their work with considerable freedom, frequently selecting the approach to resolve complex problems, and are expected to be a leader in the department, assisting with overall department initiatives as needed.
This particular Construction Project Team Manager role is responsible for the specific functional areas of Construction Project Management Business Operations and the Construction Respectful Jobsite Program. This includes leading a team of individuals working on Design and Construction projects, managing the Construction Respectful Jobsite Program, managing the Design and Construction Service Center Operations, overseeing construction project financial reporting, project expenditures, and all construction related procurement actions, and managing the Human Resource functions for the department. The PTM will also oversee Construction related Diversity, Equity, and Inclusion (DEI) initiatives, DEI reporting, and DEI related communications for the department.
Function/Duties of Position:Team Management and Development
- Define objectives and metrics to be tracked for all projects assigned to the Project Team. Measure performance criteria and coach Project Team. Create a positive work environment for the project team and build high morale and teamwork.
- Manage Project Team staff, including recruitment, selection and hiring when needed, assignment of work, development and review of responsibilities and goals, internal employee reviews and development, and disciplinary actions as necessary. Ensure standards are set and adhered to.
- Mentor Project Team staff, developing professional development goals and training opportunities to promote honing skills for maximum efficiency in OHSU construction projects.
- Provide oversight of all construction and department related business operation activities and assist staff as needed. Accountable for team deliverables including construction project tracking, procurement activities, and maintenance of daily construction project management software.
Construction Project Management Business Operations
- Oversees team of individuals responsible for Design & Construction’s operational model. Monitor and report Design & Construction’s operating budget performance, including the service center and project expense charges. Determine applicable department and project funded expenses. Track project expenses for Oracle/eBuilder variance. Work with Finance to resolve project financial discrepancies; coordinate with other Construction Project Team Managers and vendors as required.
- Responsible for working with Director and other Construction Project Team Managers to develop department revenue model based on construction project workload and estimated expenditures. Track incoming revenue against department budget and manage department budget to a zero-dollar margin.
Responsible for financial support of Major Capital Projects (over 50M), including coordination with ITG, Nursing Procurement, Facilities, Logistics, CBRE, CFS, HFS and Contracts. Manage timely reconciliation of Purchase Orders and updates in Oracle. Oversee Contract and Invoice negotiation, processing and payments, and assist with financial close-out. - Manage Design & Construction’s procurement, including maintenance and service needs, general office support and space planning.
- Develop, monitor, and report performance metrics, including billing rates, project financials, staff workload and other metrics as identified by Director and/or OHSU Executive Leadership. Monitor and report Design & Construction’s revenue from project management system, including Major Capital Projects.
- Manage Design & Construction’s human resource needs, personnel actions, and recruitments. Responsible for the Design & Construction management team and OHSU HR Business Partner to develop and maintain consistent department human resource procedures, including but not limited to full-cycle recruitment, hiring, onboarding, time entry, performance reviews, vacation requests, discipline and other HR needs.
Respectful Construction Jobsite Program
- Develop the Respectful Construction Jobsite Program, establish tracking metrics, required training programs, and implement a jobsite inspection process. Responsible for communicating expectations to Prime General Contractors, measuring performance, and implementing corrective action plans. Develop and oversee team responsible for the program.
- Act as OHSU liaison with community work groups such as Safe From Hate Alliance, and assist with implementation of apprenticeship participation on construction projects; manage MWESB diversity tracking and requirements of Prime General Contractors.
- Provide attention density to Design and Construction Staff and vendors highlighting the importance of maintaining a job-site culture at OHSU that is safe from hate, racism, bullying and discrimination; develop and implement initiatives that drive accountability and support communication and reporting.
Leadership
- Collaborate with Construction Program Team Managers, Contracts Administrator and Director of Design & Construction to review, revise and develop Project Management policies, procedures, methodologies and tools as necessary.
- Manage Project Team meetings and advise director on any issues, review monthly reports, discuss preparation of annual performance evaluations and department goals. Assist and lead department meetings as needed.
Collaborate on project(s) status reports to the executive leadership team and/or the Board of Directors as necessary to meet OHSU project costs and timeliness objectives. - Other responsibilities as assigned.
- Bachelor’s Degree in Construction Management, Architecture, or similar (2 years additional work will
substitute no degree). - 12 years’ experience in construction project management and direct experience developing and leading
collaborative teams (i.e. IPD-style delivery methodology).
Knowledge, Skills, and Abilities
- Experience developing and managing policies, procedures, and practices for design and construction project management.
- Experience developing department budgets, managing and reporting.
- Development, monitoring and reporting of Key Performance Indicators.
- Ability to facilitate in group settings.
- Familiarity with construction trade and union practices helpful in working with other team members.
- Strong working knowledge of Oracle.
- Strong working knowledge of performance management methodologies and techniques.
- Principles and processes of contracting for the design and construction of healthcare and research facilities.
- Strong communication, analytical and organizational skills.
- Structure and content of the English language, rules of composition, report writing and grammar.
- Personal communication techniques used to resolve disputes between people; able to use tact and diplomacy to maintain effective working relationships.
- Team management techniques, principles and practices.
- Ability to work independently and as part of a team. Be able to delegate and balance multiple projects & responsibilities effectively.
- Practical experience in Microsoft Office applications.
- Advanced degree in Architecture, Engineering, Construction Management, Business Administration or similar.
- Fourteen (14) years of related experience.
- Three (3) years of experience managing construction business operations; experience leading or participating in construction related diversity and inclusion initiatives.
- Two (2) years of experience managing direct reports.
- Working knowledge of e-Builder.
- Extensive experience in Microsoft Office, SharePoint and Project.
- Oracle financial experience.
Work locations will vary, including academic, research and hospital environments both on and off campus. Travel may be required throughout the Portland Metro area.
Environmental exposures vary considerably between interior climate controlled environments to open exterior environments. Either environment may be exposed to inclement weather, uneven ground and work surfaces, noise, wind, heights, confined spaces and various other construction site conditions.
