Job Description

Supervisory position for the Structures, Facilities Maintenance, Pump Station, Hydraulic Maintenance, Instrumentation Control, and Electrical Programs at the Miami Field Station. This position is responsible for a 14-person team consisting of Planner/Scheduler, Crew Chief, Chief Operator, Stationary Diesel Operator/ Mechanics, Structure Maintenance Technicians, Industrial Electricians, Hydraulic Maintenance Technician, and Instrumentation Control Technician. The team executes a rigorous maintenance and repair program that supports the District's operation of pump stations, water control structures, a field station, and other facilities.

The ideal candidate has knowledge of Pump stations, Diesel engines, Generators, structural, and facility maintenance procedures, as well as knowledge of industrial electrical systems, including familiarity with the National Electric Code (NEC) and instrumentation control applications.

Incumbents implement and follow emergency management and safety policies, procedures, and standards for staff, work processes, and work location/site. Provide direct input to the emergency management operations procedures used by all field stations. Work with both the Superintendent and Assistant Superintendent to ensure the staff’s readiness to respond and support the field station's emergency management operations. This includes addressing all regional issues/concerns specific to a field station location.

Provide technical and programmatic coordination and interaction with other District bureaus/sections and offices, government agencies, and the public. Interact with management, contractors, and other agencies in a manner that exhibits a knowledgeable and resourceful demeanor that evokes trust and confidence relative to project participation.

Assist in managing the budget by establishing realistic annual work plans for areas of responsibility that are aligned with the District’s strategic priorities. Select, scope, budget, and monitor projects so they are completed within the allotted timeframe.

Analyze real-time data reports to improve the utilization and effectiveness of available resources and management of annual work plans and field station daily operations. Implement process improvements to reduce project costs, work time, or required resources.

Manage contracts provided by external vendors, ensuring compliance with District procurement rules and regulations. Measure/validate services provided versus service costs. Implement action steps to correct under-performing situations/ arrangements.

Participate as a facilitator or team member on standardization (STAN) teams to develop and update Suggested Operating Procedures (SOPs), Work Load Indicators, to forecast the replacement of critical facilities and equipment, and to develop a budget for the life-cycle costs of the District’s assets.

Demonstrate strong communication, time management, planning, and problem-solving skills.

Display leadership effectiveness through strong knowledge of Human Resource policies and practices. Address all human resource and performance issues on a timely basis. Are fully aware of the resources and processes available to resolve issues in the most favorable manner for the district.

Develop annual performance plans for direct reports that include clear and measurable key results and objectives (KRO’s) that are aligned to support the team’s work plan. Lead and motivate the work team, maintaining consistency, open communication with all staff members, and a positive work environment to achieve the program’s goals.

Attract, hire, retain, motivate, and reward staff. Guide the development of staff skills and align staff’s expertise and credentials to achieve the unit’s work products in the most effective and efficient manner. Ensure staff meet all licensure and professional certification requirements for their job.

Demonstrate software proficiency in office automation software applications (i.e., Outlook, Word, Excel, PowerPoint, and Systems, Applications, and Products (SAP) data processing.

Respond, on a rotational basis, to after-hour emergencies, as required.

Perform other duties as assigned.

Work hours are 4 ten-hour days: Monday - Thursday from 6:00 am - 4:30 pm.

Employment Guidelines
Typically has an Associate's Degree in a related discipline field and 6+ years of experience in the operation and maintenance of water management works, including increasingly responsible experience in construction, maintenance, electrical and instrumentation, and operation of the program area of responsibility, which also includes 2+ years of supervisory experience.

Working knowledge of software applications, including spreadsheets and word processing (Outlook, Word, Excel, and PowerPoint).

Licenses
Valid State of Florida Driver's License.




Physical Requirements/Working Environment
Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on the assigned emergency response role.

Composition of office and fieldwork with regular exposure to a hot and humid environment in remote and heavily vegetated areas. When working in the field, activities can include: climbing, lifting, reaching overhead, standing, stooping, and walking on rough terrain.
