DISTINGUISHING FEATURES OF THE CLASS: The work involves assisting in the planning, direction, coordination and supervision of daily activities at one or more outpatient service line(s) within Ambulatory Services at the Erie County Medical Center Corporation (ECMCC). The incumbent performs a variety of management oriented tasks to ensure the cost effective and timely delivery of health care services. Work is performed under the general supervision of a Director of Outpatient Services assigned to a specific service line with leeway for the exercise of some independent judgment. Supervision may be exercised over lower-level professional, technical and clerical employees and clinical employees for non-clinical matters. Does related work as required.
TYPICAL WORK ACTIVITIES:
Assists in the development and implementation of goals and objectives, policy and procedures, work methods and performance standards for one or more outpatient service line(s);
Plans, coordinates and monitors the activities of the outpatient service line(s) in conjunction professional and administrative staff;
Assists in evaluation of service line operations; makes recommendations for developing and implementing strategies that support quality patient care and cost effectiveness;
Assists in oversight of service line activities to ensure compliance with applicable laws, rules, regulations and accreditation standards;
Develops, implements and provides training to staff on changes to electronic systems and workflows related to the utilization of electronic medical records (EMR) and other applicable systems;
Assists in preparing work schedules for personnel;
Receives requests for time off and coordinates approval with Director of Outpatient Services assigned to a specific service line;
Assists in hiring, orienting, evaluating, disciplining and discharging personnel;
Acts as a liaison between service line(s), ECMCC departments and external agencies;
Assists in gathering and reporting data for monthly Quality Assurance/Performance Improvements reports and other statistical reports as required;
Participates in the investigation of complaints or problems and determination or development of a corrective action or plan;
Responsible for essential record maintenance, including billing forms, medical records, activity reports and regulatory required documents;
Monitors inventory to ensure adequate supplies and equipment are available;
Serves on committees and organizes and attends meetings as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles, procedures and techniques used in coordinating and supervising the daily operations of an outpatient health clinic; thorough knowledge of electronic medical records systems and other applicable electronic systems utilized in an outpatient healthcare setting; good knowledge of applicable laws, rules, regulations, accreditation standards, policies and procedures as they relate to outpatient clinic; working knowledge of organizational and staffing techniques for an outpatient clinic; working knowledge of medical terminology; ability to supervise lower-level staff; ability to develop and perform training for employees on electronic medical records systems and other electronic systems utilized in an outpatient healthcare setting; ability to work independently and exercise independent judgment; ability to work flexible hours; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
- Possession of a Bachelor’s Degree* and two (2) years of professional, paraprofessional or clerical experience in a hospital or healthcare setting; or:
- Possession of an Associate’s Degree* and four (4) years of professional, paraprofessional or clerical experience in a hospital or healthcare setting; or:
- Graduation from high school or possession of a high school equivalency diploma and six (6) years of professional, paraprofessional or clerical experience in a hospital or healthcare setting*; or:
- An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
