About the Department

Supports the financial integrity and administrative efficiency of the Solid Waste Center’s (SWC) operations by managing daily financial transactions, maintaining accurate accounts, preparing routine and ad hoc reports, and ensuring compliance with federal, state, and local regulations. This position processes financial data, reviews invoices for accuracy, and monitors fund performance. Additionally, the role coordinates basic procurement activities, including purchase orders and change orders, and provides administrative support

Position Duties

  • Processes financial transactions and maintains accounts; applies knowledge of departmental, county, and government accounting policies and procedures; performs advanced accounting and technical support tasks for all scale transactions, reviews accounting data, resolves discrepancies, and prepares financial reports.
  • Monitors SWC performance; reviews invoices to verify accuracy; identifies and corrects errors and inconsistencies in documents and reports while ensuring the accuracy of invoice processing. 
  • Prepares reports and conducts monthly and quarterly reviews of invoices, contracts, and SWC funds; monitors SWC funds and tracks unusual trends; reviews accounts for proper recording of transactions. 
  • Coordinates basic procurement functions, including such as contract renewals and change orders, and maintains accurate data in Munis. Liaisons with the procurement department on the issuance of change orders and tracks changes within the system (MUNIS).
  • During the absence of the Scalehouse Supervisor, performs reconciliation of customer accounts, creates and issues monthly billing statements to account holders. 
  • Coordinates with the Waste Diversion and Recycling Supervisor to review the financial impact of each waste diversion program, and performs a variety of administrative functions to support daily landfill operations, including recordkeeping, data entry, document management, correspondence, and coordinating schedules, meetings, and reports. 
  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County Staff; maintains confidentiality of work-related issues and county information; performs other duties as required or assigned.

Minimum Qualifications

This position follows a sequence:

Level I: 

  • High School Diploma or GED equivalent; Associate's Degree in Accounting or in a business-related field preferred, or equivalent combination of education and experience.

  • Up to 1 year in accounting in a public sector organization is highly preferred.

  • Must possess a valid Colorado Driver's License and an acceptable Motor Vehicle Record.

Level II (in addition to Level I):

  • 1-3 years of progressively responsible experience in accounting in a public sector organization.
  • Bachelor's degree preferred in accounting or equivalent combination of education and experience.
Level III (in addition to level II):
  • 3 plus years of specialized experience in accounting in a public sector organization required. 
Knowledge of:
  • County policies and procedures.
  • State and Federal laws and regulations governing work performed.
  • Record keeping and records management rules and standards.

Skill In:

  • Application of governing rules and regulations.

  • Handling multiple tasks simultaneously, under pressure, and in emergency and stressful situations.

  • Interacting with people of different social, economic, and ethnic backgrounds.

  • Following and effectively communicating verbal and written instructions.

  • Establishing and maintaining cooperative working relationships with co-workers and other regional agencies.

  • Utilizing standard personal computer software programs and specialized State and County software.

  • Communicating effectively verbally and in writing.



Other Qualifications

  • Work is performed in a standard office environment on-site at the landfill.
